Responsibilities:

Develop and manage country-level framework for MEL systems, including reporting requirements, baseline and evaluation surveys, and research.
Contribute to annual work planning and ensure inclusion of MEL activities, implement country-level MEL activities, train staff, and develop and reviews project reports.
Use the Ministry of Health (MOH)’s Health Management Information Systems (HMIS) to consolidate and analyze malaria data and produce reports for policy and programmatic decision-making.
Work with provincial and district management teams to ensure the collection and regular reporting of case management data that is in line with the Division of National Malaria Program’s (DNMP) needs, as well as programmatic needs.
Provide technical support for design, development, planning, implementation, and capacity-strengthening to the DNMP and local partners in integrating and using data for quality improvement and programmatic decision-making.
Use HMIS data from the DHIS2 to produce monthly, quarterly, and other reports to inform progress toward end of project targets and adherence to donor support data requirements.
Ensure that project data and reports are submitted to the USAID development experience clearinghouse (DEC) and other repositories as per contract terms.
Lead implementation of facility assessments; establish and oversee data cleaning and entry procedures for outreach training and supportive supervision data; conduct data quality audits; and integrate other programmatic data per standard M&E practice at PATH.
Consolidate lessons learned to make suitable recommendations for future assessments.
Oversee data collection and monitoring activities for the project.
Provide technical assistance to the MOH and other key stakeholders for monitoring and improvement of program activities.
As a member of the in-country project management team, participate in discussions for design and implementation of project activities.
Develop and maintain relationships with key stakeholders, such as MOH, DNMP, implementing partners, academic institutions, and donors, in the monitoring and evaluation space.

Required skills and experience:

Master’s degree in public health, epidemiology, demography, statistics, or related field.
Minimum of 8 years of experience in monitoring and evaluation in donor-funded projects, preferably USAID, with at least 5 years of experience in a leadership role.
Demonstrated experience in developing and managing the performance monitoring plan within donor-funded projects.
Experience using DHIS2 for program monitoring and performance assessments.
Strong data management and analytical skills to successfully conduct data quality audits and data reviews, and to use data for decision-making.
Familiarity with a range of applied research and monitoring and evaluation approaches, preferably for malaria case management and/or malaria in pregnancy programs.
Proven ability to build capacity for monitoring and evaluation activities in country.
Familiarity with stakeholders in the malaria services space, including malaria case management, prevention of MiP, SMC, surveillance, health systems strengthening, data collection and use for service delivery.
Demonstrated ability to work with USAID/PMI, implementing partners, institutions at the national and regional level, local nongovernmental organizations, and community-based organizations and structures.
Strong problem-solving, organizational skills and a positive, solution-oriented approach to challenges.
Excellent analytical, presentation, and report writing skills.
Excellent skills in facilitation, team building, and coordination.
Extremely detail-oriented, with the ability to communicate effectively and concisely, both orally and in writing.
Strong work ethic, resourcefulness, integrity, credibility, and dedication to PATH’s mission.
Professional proficiency in English required, fluency in local languages preferred.
Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, Teams) required.
Ability to travel up to 30 percent in-country; limited international travel expected.
