Requirements for Appointment:

Be a Kenyan Citizen.
Have a first degree in a relevant field from a university recognized in Kenya.
Have ten (10) years of relevant professional experience; and at least five (5) years’ experience in a leadership position at a Senior Management level in Public Service or Private Sector Organization;
Have knowledge and experience in Programme Based Budgeting, Planning and Financial analysis.
Demonstrate a thorough understanding and commitment to the Values and Principles outlined in Articles 10 and 232 of the Constitution of Kenya and knowledge of Vision 2030.
Satisfy the requirements of Chapter six of the Constitution of Kenya.
A Master’s degree in a relevant field will be an added advantage.

Duties and Responsibilities

Reporting to the County Executive Committee Member for Public Service, County Administration and Public Participation, and Office of the Governor. The officer will be the authorized officer for the department and will also be responsible for the following;
Day-to-day administration and coordination of the department
Implementing policies and programs within the department;
Implementing strategic plans and sector development goals including performance management;
Promoting and ensuring compliance with National Values and Principles of Governance as outlined in Articles 10 and 232 of the Constitution of Kenya;
Overseeing the management of finances, preparation of budget estimates, annual work plans and programs;
Performing any other duties as may be assigned by the Executive Committee Member from time to time.
