Job Summary
Reporting to the Grants Manager and working as an integral part of ERRA, the Grants Specialist will provide
management of sub-grants to ERRA grantees and assist with the grant-making and reporting of the project. They will support sub-grant finance, risk mitigation, and compliance; build grantee capacity in related areas, manage the
competitive sub-granting process, conduct financial assessments and monitoring (SRFA/M) for all grantees, and provide tailored capacity building as needed. The incumbent will be responsible for managing programmatic and financial compliance with donor guidelines. S/he will assist in the budget development process and perform budget analysis duties as required.
Roles and responsibilities
Review grantee's agreements ensuring the financial terms and conditions are compatible with TMA systems and guidelines and are favorable to quality implementation and reporting. Ensure all project expenditures and contracts follow the terms and conditions of donor agreements. Ensure financial and programmatic compliance of the grant to contractual obligations, donor requirements and TMA policies. Assist with the preparation of standard grant agreements for grantees. Ensure that all stakeholders understand their financial and programmatic obligations under the grant agreement and have systems in place to support these obligations. Prepare and implement a training and follow-up program for all project staff and stakeholders to strengthen their financial and management capabilities and fulfill their grant obligations. Actively facilitate the development of LIPs financial system that will meet donor and TMA requirements and provide the two-way flow of information between program management and partners to ensure responsible management. Work closely with project and partners’ staff to compile and submit timely quarterly reports and assist the Grants Managed the financial oversight and reporting of the project's sub-grants. Actively monitor partner performance, and ensure completeness of grantee internal control improvement plans and project management and financial activities. Assist the grantees in preparing cash forecasts, review grantee liquidation reports and grantee advances within the grant budgets ensuring that all liquidations are processed per grant and TMA guidelines. Ensure the maintenance of all files, records, and documents relating to TMA’s program and projects within the program portfolio.Corporate Level Responsibilities
Apply the highest standards of controls and risk management practices and behaviors and embed a positive risk and control culture. Demonstrate prudence, sound judgment, and appropriate and timely escalations in the management of all types of risk (including fraud risk) applicable to my role. Understand and comply with the relevant end-to-end processes including applicable risks and controls. Seek to identify, understand, and escalate risk events/incidents/ issues on a timely basis focusing on fixing root- causes and taking ownership of identified mitigating actions. Complete all relevant mandatory training within the stipulated timelines. Participate in regular informal and formal reflection, knowledge sharing, and learning events. Document lessons learned and best practices for knowledge sharing and learning.Promote and adhere to TMEA’s core values and ensure compliance with organizational policies and procedures. Maintain zero tolerance for bribery, fraud, and corruption, and ensure the immediate reporting of any corruption or suspect behavior that threatens TMEA’s reputation. Adhere to the safeguarding policies and procedures and immediately report any safeguarding concerns. Any other related responsibilities that may be assigned by the line manager from time to time.
Academic and professional qualifications
An undergraduate degree or postgraduate degree preferably a Bachelor of Commerce in accounting or finance; and Certified Public Accountant of Kenya (CPA-K) or equivalent professional accounting qualification. For undergraduate degree holders, at least five years of progressive work experience, and for a postgraduate degree, at least three years of relevant work experience on USAID Projects in a busy grants department. Hands-on experience in the use of relevant accounting and MS Office applications, and preparation of financial statements and management reports. Knowledge of accounting, auditing, financial forecasting, and budgeting principles and practices.Technical skills and behavioral competencies
Communicating effectively, both verbally and in writing. Good Planning and Organisational skills. Highly analytical, organized, and conscientious, with high attention to detail. Ability to work under pressure.Click Here To Apply
