BOMA’s Rural Entrepreneur Access Project (REAP) is a data-driven, high impact poverty graduation program for women in the arid and semi-arid lands of Africa. We put ultra-poor women at the center of our work by helping them build a pathway out of extreme poverty. REAP addresses three elements that contribute to the cycle of aid dependency in the arid lands of Africa: low incomes, inconsistent cash flows and inadequate financial services for poor rural women. Profits from each REAP business provide a diversified income, while BOMA savings associations help women to manage cash flow (for daily needs), plan for future expenses (such as school fees and medical care), and respond to shocks (such as drought or family emergencies).

JOB SUMMARY

ABOUT THE PROGRAMBOMA is currently seeking qualified candidates for the position of Program Coordinator on the anticipated Kuza Jamii project. Kuza Jamii will support the Government of Kenyato progressively assume responsibility for the national Economic Inclusion Programme in Garissa, Isiolo, Mandera, Marsabit, Samburu, Tana River, Turkana and Wajir. Our streamlined, County-adapted, gender-sensitive, and community-led model builds the capacity of village savings and loan associations and Ward-level producer cooperatives to coordinate service provision and market and financial linkages for the extreme poor, and in particular women and people living with disabilities, thereby offering a sustainable support platform after project end. We will reach 17,000 direct participants and 96,900 direct-indirect participants (household members) for a total of 113,900 total population reached, demonstrating exceptional value for money.POSITION SUMMARYThe Program Coordinator is responsible for providing effective and efficient coordination of BOMA project activities in Wajir and Mandera.Under the supervision of the Portfolio Director, the Program Coordinator will coordinate implementation of Kuza Jamii while representing BOMA in county-level engagements. S/he will coordinate with the entire Kuza Jamii team and keep leadership informed regarding county-level progress, results, and challenges under the Project.The ideal candidate is experienced in delivery of community development activities. S/he is effective at planning and overseeing field activities in line with work plans and quality standards, managing relationships with county-level collaborators (state and non-state), providing reports on activities and promoting learning. S/he provides support and supervision to field-based staff to ensure that Kuza Jamii activities are implemented according to plan and with the highest integrity, proactively collaborating, learning, and adapting with BOMA colleagues.EDUCATIONAL REQUIREMENTS:Bachelor's Degree in International Development, Economics, Business, Community Development, Project Management or a related field required from a recognized institution. Master’s degree in a relevant field desired.MINIMUM REQUIRED EXPERIENCE:A minimum of 5 Years of experience for Degree holders and relevant experience (in a similar role in ASAL Areas).REQUIRED QUALIFICATIONS & COMPETENCIES:Commitment to the mission of BOMA.Demonstrated ability to coordinate field activities.Prior experience in coordination and remote management, including coordination of teams of staff working in remote field locations with intermittent or limited connectivity.Proven competency/experience in data collection and basic analysis.Strong project management skills including the ability to anticipate demand and manage multiple tasks and projects while meeting tight deadlines.Excellent interpersonal, oral, and written communication and negotiation skills, in English, Swahili, and one of the languages spoken in Wajir and ManderaKnowledge of poverty graduation approaches, livelihoods, women’s empowerment programs and experience in working in Northern Kenya highly desirable.Excellent computer skills in Word, Excel, PowerPoint, internet, remote conferencing applications. Experience using Salesforce a plus.Good report writing skillsAbility to work under pressure in a fast-paced environment.

RESPONSIBILITIES

Leadership and Planning Responsibilities:Responsible for the advancement and execution of BOMA’s Vision, Mission, and Values; ensuring that the same are clearly and well-articulated in BOMA’s daily work and among staff, partners, collaborators and participants/targets.Lead the planning and coordinate implementation Kuza Jamii activities at the county level, including BOMA’s and county-level partners’ activities in the consortium, such as GENCAD, a local partner delivering graduation programming in Mandera under the project.Collaborate with BOMA’s Operations team to ensure timely and adequate logistical arrangements for field travel on Project activities.Represent BOMA at county level meetings with stakeholder, including Government, where requested.Technical Responsibilities:Facilitate collection and analysis of program data; capture and share lessons learned, case studies and success stories and best practices for project interventions.Support development, review and dissemination of project documents that capture best practices and lessons learned from the Kuza Jamii project to inform future project design.Support development and review of internal project reports.Program Responsibilities:Engage with and securing acceptance of local leaders and the community about project roll out iOversee community entry and participatory targeting processes in each targeted community to identify and verify a pool of qualifying Kuza Jamii participants.Oversee, coordinate, and participate in implementation of project activities including grant distributions, trainings, and the establishment of savings groups.In coordination with the Portfolio Director, and with support from the People Department & Training Department, oversee training and performance of Field officers and Mentors delivering under the project.Oversee the technical assistance and training provided to GENCAD by the EIP Technical AdvisorData Collection, Analysis and ReportingCoordinate with the Portfolio Director and M&E team to ensure timely and quality targeting verification, collection of baselines and end-line data and monitoring activities via digital technology.Carry out regular field visits and spot checking and oversight to project sites to support Field Officers and Mentors, trouble shoot and communicate to Program Manager on any emerging issues for effective responseEnsure timely, realistic, and high-quality project planning, implementation, monitoring, reporting, and learnings are captured.Ensure that all reports, both internal and external, are prepared and submitted in a timely mannerCompliance and LogisticsEnsuring timely and accurate timesheet submissions by staff spending time on the ProjectCollaborate with the Operations team on ensuring proper compliance with BOMA policies and procedures.In Liaison with the Portfolio Director, and with support from operations staff, oversee procurements, deliveries, and other logistical coordinationSupport other program activities based on requests.INTERNAL/EXTERNAL RELATIONSHIPSProgram Coordinator reports to the Director of ProgramsProgram Coordinator works collaboratively with other members of the Kuza Jamii team, across BOMA.He/she will work collaboratively with other implementing partner staff from Kuza Jamii partners in the consortium.He/she will directly supervise the Field Officer and the EIP Technical Advisor for Mandera County
