Organizational Setting

The International Fund for Agricultural Development (IFAD) is an international financial institution and a specialized United Nations agency dedicated to eradicating rural poverty and hunger.

It does so by investing in rural people.

IFAD finances programmes and projects that increase agricultural productivity and raise rural incomes, and advocates at the local, national and international level for policies that contribute to rural transformation.


The Programme Management Department (PMD), under the leadership of an Associate Vice-President, is responsible for the overall programme of loans and grants of the Fund and is composed of five (5) regional divisions and the Operational Policy and Results Division (OPR).


The five regional divisions are:

Asia and the Pacific (APR), West and Central Africa (WCA), Latin America and the Caribbean (LAC), Near East, North Africa and Europe (NEN), and East and Southern Africa (ESA), where this position is located.

IFAD Country Office in Kenya is a part of the IFAD PMD structure for the East and Southern Africa Region.


The Green Finance for Youth Employment is a project in Kenya, financed by the Ministry for Foreign Affairs of Finland and implemented by IFAD over four years through its programme and partners in the country.

The project aims to create decent jobs for youth in green value chains operating in rural Kenya by improving the opportunities of rural youth and youth-employing local enterprises to access loan-based financing for their income generating green projects from Microfinance Banks and Deposit-Taking Savings and Credit Cooperatives (DT-SACCOs) operating in rural areas.

The Green Finance for Youth Employment objectives will be achieved through targeted capacity building of selected financial institutions, youth groups and rural enterprises, as well as through introduction of a dedicated credit guarantee product to leverage private finance to the green investments with youth employment impact

The project components include:
(i) Scalable green business models and products for youth, (ii) Capacity building on green investment for youth employment, (iii) De-risking for increased green financing.


The Green Finance for Youth Employment operations are linked to a larger IFAD-funded "Rural Kenya Financial Inclusion Facility" (RK-FINFA) through which the targeted youth have the opportunity to scale up their access to financial and technical services.

This set of development instruments and partnerships offer offers an efficient and innovative model to achieve youth employment creation target while ensuring investments are environmentally sustainable.

Job Role


The Programme Officer (Green Finance for Youth Employment) will be responsible of the coordination of IFAD's supervision and implementation support role in the implementation of the project Green Finance for Youth Employment.

The Programme Officer will be based in Nairobi, Kenya, and work as part of IFAD's Kenya Country Office team.

The main five aspects of the role include:

  • PROJECT SUPERVISION AND IMPLEMENTATION SUPPORT: The Programme Officer is responsible for the overall coordination of IFAD's functions in the project activities that are in IFAD's mandate based on the Supplementary Funds Agreement signed between IFAD and the Ministry for Foreign Affairs of Finland. S/He is accountable for integrity, transparency, and equity in the management of IFAD and Finland resources allocated for the implementation of this initiative.
Under this general responsibility her/his specific tasks include the following:

(i) Overall technical responsibility for the IFAD functions in the Green Finance for Youth Employment project, under guidance and management by IFAD's Kenya Country Director;
(ii) Preparation for the recruitment of technical partners in the implementation of the project technical components;
(iii) Support and supervision of the project technical partners in their functions of (a) mobilization of private sector financial institutions (Microfinance Banks and SACCOs) to offer green finance to the ultimate project beneficiaries, (b) deployment of capacity building to the financial institutions and their clients, (c) recruitment of green agribusiness officers at partner financial institutions, and (d) conducting rigorous monitoring and evaluation of the project activities and results.
(iv) Support and supervision of the Government of Kenya National Treasury team implementing the project credit guarantee instrument. Support the National Treasury implementation functions working closely with colleagues from the dedicated Project Management Unit based in Nairobi;
(v) Facilitate project stakeholders' participation in global forums and events;
(vi) Liaise pro-actively with the Embassy of Finland in all Green Finance for Youth Employment linked issues;
(vii) Provide regular reports to the Embassy of Finland on the Green Finance for Youth Employment operations as per the Supplementary Funds Agreement;
(viii) Participate in supervision and/or implementation support missions of the Green Finance for Youth Employment programme;
(ix) Ensure adequate visibility for IFAD and the Government of Finland through the Green Finance for Youth Employment related activities in line with the appropriate communication and visibility plan;
(x) Develop synergies between the Green Finance for Youth Employment project and other IFAD-implemented projects active in Kenya and possibly other countries in the East and Southern Africa region. In particular, ensure full synergy with the RK-FINFA project, seek for opportunities of technical collaboration with the regional Africa Rural Adaptation Finance Mechanism (ARCAFIM) programme, and operational collaboration opportunities with IFAD's portfolio of primary production- rural finance- oriented projects in Kenya.

  • COUNTRY PROGRAMME SUPPORT: With particular, although not exclusive, focus on the Green Finance for Youth Employment, the Programme Officer ensures adherence to international practices and international financial institution procedures. S/he offers the IFAD's country operations an effective green finance and youth sensitive lens in all IFAD country activities through effective programming (COSOP) and project (grants and loans) design, supervision, implementation, monitoring and evaluation, reporting and completion activities.
  • PARTNERSHIP BUILDING: The Programme Officer enhances the IFAD Country Office's (ICO) relationships and collaborations with Kenya counterparts, in particular, although not limited to, the Embassy of Finland, through the identification of synergies and proposing coordinated strategies with multilateral/bilateral donors, civil-society organizations and private sector involved in climate finance, agricultural development, circular economy and rural poverty reduction.
  • POLICY DEVELOPMENT/KNOWLEDGE MANAGEMENT/

VISIBILITY:

As a key Country Office team member, the Programme Officer participates in relevant policy meetings and events of interest to IFAD's target groups, with particular emphasis on those related to youth employment, climate change adaptation, climate finance, private capital mobilization and rural finance.

Based on knowledge created through the Green Finance for Youth Employment, s/he will also provide guidance to green finance related programming of IFAD and the Government of Kenya including public and private sector -oriented projects.

Furthermore, based on the overall best practices emerging in the Kenya portfolio private sector rural development activities, s/he will contribute to IFAD's regional and global agenda of youth employment, green finance and private sector development into rural development.


  • MANAGERIAL FUNCTIONS AND CROSSCUTTING PRIORITIES: The Programme Officer –Green Finance for Youth Employment is accountable for integrity, transparency, and equity in the management of IFAD's and Finland's resources. The Programme Officer is also responsible for the appropriate alignment with and adoption of IFADs mainstreamed priorities of Environment and Climate, Gender, Nutrition and Youth, per IFAD guidelines, as well as of Finland's human rights-based and value-based policy, the Paris Agreement on Climate Change, the goals of the 2030 Agenda for Sustainable Development, and the cross-cutting objectives that Finland promotes through its development policy: gender equality, non-discrimination, climate-resilient and low-emission development, as well as environmental protection, with an emphasis on safeguarding biodiversity.
Working Relationships


The Green Finance for Youth Employment project is managed from Nairobi under coordination and supervision by IFAD's Kenya Country Office, and implemented by the Government of Kenya National Treasury and technical partners that will be selected during the project inception phase.

The implementation takes place across 14 rural counties of Kenya which are vulnerable to climate change impacts, have large numbers of rural unemployed youth, potential for improved youth employment, and an adequate presence of Microfinance Banks and DT-SACCOs to provide services to the project target group.


The Programme Officer position will be recruited to support the IFAD Kenya Country Office coordination and supervision functions for the project, under the overall policy and management guidance and direct supervision of the Kenya Country Director.

The position is located at the Kenya Country Office, Nairobi, as part of the IFAD Programme Management Department (PMD).


In addition to the direct reporting line to the Country Director, the Programme Officer will have a technical reporting line to the IFAD Project Technical Lead (PTL) of the RK-FINFA Project, performing also as the PTL of the Green Finance for Youth Employment project.

The PTL will provide technical guidance and support the Programme Officer in the various tasks required in the function.
