The role is based in the Operations and Advocacy Division (OAD), Office for the Coordination of Humanitarian Affairs (OCHA). OCHA is a key part of the United Nations Secretariat, responsible for bringing together humanitarian stakeholders to ensure a cohesive response during emergencies. OCHA's objective is to mobilize and coordinate effective and ethical humanitarian action in collaboration with local and international partners to alleviate human suffering in disasters and crises, defend the rights of vulnerable individuals, promote readiness and prevention, and facilitate long-term solutions. This job posting is for the position of Humanitarian Affairs Officer at the Regional Office for Southern and Eastern Africa (ROSEA) in Nairobi, Kenya. Reporting to the Head of Office at ROSEA, the incumbent will work closely with the Humanitarian Affairs Officer/Head of the Emergency Preparedness and Response Unit.

Responsibilities:

- Deploy on humanitarian surge and support missions in Southern and Eastern Africa as needed, including facilitating humanitarian operational coordination, financing proposals, preparedness actions, needs assessments, and appeals.
- Monitor, analyze, and report on humanitarian developments and emergency situations in assigned areas.
- Organize and prepare updates and reports on humanitarian issues, emergency relief, and related matters in designated countries/regions; lead interagency meetings for information-sharing and decision-making.
- Participate in large projects and missions like disaster assessments; help coordinate international humanitarian assistance for complex emergencies; draft situation reports for the global community.
- Collaborate with humanitarian agencies to plan and coordinate assistance programs; ensure incorporation of latest findings, lessons learned, and policies, including gender and protection aspects.

Proficiency in various humanitarian assistance, emergency relief, and related issues; ability to analyze and communicate the humanitarian aspects of challenges needing a united UN approach; adept at conducting research and integrating information from diverse sources to assess impacts on humanitarian rights.
- Ability to work under pressure, provide guidance to junior staff, display pride in work, demonstrate professional competence, meet deadlines, face challenges with persistence, and incorporate gender perspectives in work.

ACCOUNTABILITY:
Take responsibility for assigned tasks, fulfill commitments within set timeframes and quality standards, operate in accordance with organizational rules, and support/team members, provide oversight, and take responsibility for delegated tasks and mistakes.

PLANNING & ORGANIZING:
Set clear goals aligned with strategies, prioritize activities, adjust plans as needed, anticipate risks, monitor and adjust actions, use time efficiently.

Education:

An advanced university degree in political science, international studies, humanitarian action, public administration, or related field is required. Alternatively, a first-level university degree plus two additional years of relevant experience may be accepted in place of the advanced degree.

Work Experience:

Minimum of five years of progressive experience in humanitarian affairs, emergency preparedness, crisis management, or related areas; at least two years of field humanitarian experience in emergency situations is necessary, with recent experience in Eastern and/or Southern Africa. Previous experience within the UN system or similar international organizations is beneficial.

Languages:

Proficiency in English is mandatory; knowledge of French and other regional languages like Portuguese and Swahili is a plus.

Assessment:

The evaluation process may include assessments followed by competency-based interviews.

Special Notice:

This role is funded for a six-month period to cover maternity leave, with the possibility of extension based on mandate and funding availability. Current staff can apply for temporary positions one level above their current grade, while G-6 or G-7 level staff can also apply to Professional category temporary roles up to P-3 level, meeting eligibility requirements.
