The Mission of WHO's EPR Cluster is to build the capacity of Member States to manage health emergency risks and when national capacities are overwhelmed, to lead and coordinate the international, regional and national health response to contain outbreaks and to provide effective relief and recovery to affected populations. Within EPR, the Strategic Support Unit coordinates EPR–related strategic activities at the regional level, including strategy, planning, innovation, external relations, external communications, grant management as well as coordinates monitoring, evaluation, accountability and learning activities across the EPR programme areas and countries. The STS team works together and collaborates with colleagues across the EPR Cluster and beyond to contribute to the delivery of the vision/goals of the EPR Cluster.

Purpose Of The Position:

  • The Strategic Support Unit (STS) brings together into a single management framework all back-office functions that support the governance and external relations aspects of the Emergency Preparedness and Response (EPR)Cluster.
  • The governance and external relations teams work together and collaborate with colleagues across the EPR Cluster and beyond to contribute to the delivery of the vision/goals of the EPR Cluster.
  • The Programme Management and External Relations Officer is responsible for strengthening sustainable financing and partner relations for the EPR Cluster as well as providing programme management support to specific projects.

Description Of Duties:

  • Under the direct supervision of the STS Manager, the Programme Management and External Relations Officer is responsible for strengthening sustainable financing and partner relations for the EPR Cluster as well as providing programme management support to specific projects such as JEAP.
  • Guidelines and key documents available to guide the work of the incumbent include: World Health Assembly resolutions, Regional Committee resolutions, WHO's Programme Budget, WHO's ePub system, WHO's Style Guide, and WHO's Guidelines on Interaction with the Private Sector and Humanitarian Appeals and Principles.
  • The incumbent exercises judgment on the relevance of WHO's guidelines and may propose their adaptation or modification or propose new guidelines to meet particular requirements or changing circumstances.
  • The incumbent provides recommendations and resource mobilization plans to rapidly mobilize funds with partners in creative ways to address unknown challenges in emergency settings under intense time pressures.
  • Assignments require ongoing contacts with staff at all levels in EPR and throughout WHO Regional and Country Offices as appropriate, to provide expert advice and exchange information.
  • Contacts are also required with a broad range of officials, especially donors and other partners and UN agencies to ensure alignment.
  • The incumbent is expected to welcome opportunities to support multi-disciplinary, cross-cutting approaches to work and facilitate participation in such approaches. Work is regularly reviewed in discussion with the supervisor, in briefings and in briefings.

The incumbent is assigned all or part of the following duties:

  • Provide technical support in overall programme management functions, including providing strategic support to the office of the Regional Emergency Director; management of guidance and tools to develop the programme's biennial work plan (BWP); and monitoring overall program and project performance.
  • Perform cross-cutting project management functions, including the development of workplans, checklists, financial forecasts, and tracking sheets to ensure efficient planning.
  • Support essential external relations functions, including resource mobilization and maintaining effective partnerships with all project stakeholders to exchange critical and technical information and ensure results are achieved as planned.
  • Coordinate the development of funding proposals working closely with technical units and other internal units as needed, as well as external partners;
  • Provide Programme Management Office (PMO) support for the WHO and Africa CDC Joint Emergency Preparedness and Response Action Plan (JEAP) Secretariat;
  • Manage the organization of the cluster's official events and coordinate preparations for partners' forums (to include conceptualizing events, managing event workplans, coordinating speaker preparations, tracking budgets, and supporting logistics, etc.); Ensure that event management and organization comply with WHO regulations;
  • Prepare, review, and edit various written outputs, e.g., briefing materials, concept notes, talking points, sections of reports and studies, and other deliverables to optimize clarity and persuasion.
  • Prepare technical and advocacy documents for Governing Bodies meetings;
  • Support preparations for official meetings of the EPR Technical Advisory Group (EPR-TAG).
  • Perform other duties as required.

Required Qualifications:

Education:

  • Advanced degree(master's or higher) in Public Health, International Relations, Public Policy, Public Administration, Business Administration, or a related field from a recognized institution.

Desirable:

  • Incident management system training, prevention of sexual exploitation and abuse training, specialized training in emergency/humanitarian fields.

Experience:

  • Essential: At least seven (7) years of proven experience in the relevant fields (i.e., programme management, strategy, external relations, public health) at the national or international level.

Desirable:

  • Prior work experience in the United Nations System in program management and external relations. Proven experience in external relations, partner engagement, writing, and editing.
