Duties and Responsibilities at this level:
• Engage in the development, implementation, and evaluation of supply chain management policies, strategies, and initiatives;
• Ensure adherence to the Public Procurement and Asset Disposal Act 2015 and governmental guidelines concerning supply chain operations;
• Timely submission of quarterly reports to the National Treasury and Public Procurement Regulatory Authority (PPRA);
• Efficiently procure goods, services, and works;
• Coordinate the preparation of procurement plans aligning with the budgetary framework;
• Assess the performance of suppliers and contractors;
• Ensure the prompt and judicious execution of contracts;
• Coordinate tender processes, market surveys, and research activities;
• Supervise supplier pre-qualification, inventory management, and stock control;
• Ensure compliance with reorder levels for different inventory items;
• Manage the preparation of supply expenditure estimates;
• Oversee store disposals and the automation of procurement workflows;
• Uphold quality standards;
• Review tender documents and contracts;
• Maintain and update supplier databases;
• Contribute to supply and procurement planning for the hospital's needs;
• Coordinate the development of strategic supply chain management plans;
• Train staff on compliance with procurement policies and regulations; and
• Interpret procurement guidelines.

JOB SPECIFICATIONS:
Minimum of eight (8) years of relevant work experience with at least four (4) years in a supervisory role.
• Bachelor's degree in Supply Chain Management, Commerce (Supplies Management option), Procurement, or equivalent from a recognized institution.
• Master's degree in Supply Chain Management, Commerce, Procurement, or equivalent from a recognized institution.
• Completion of a Leadership/Management Course lasting a minimum of four (4) weeks from an accredited institution.
• Membership in good standing with the Kenya Institute of Supplies Management (KISM) or Chartered Institute of Purchasing and Supplies (CIPS).
• Possession of a valid 2024 Practicing License.
• Proficiency in computer applications.
• Compliance with Chapter Six (6) of the Kenyan Constitution, 2010.
• Demonstrated professional competencies and administrative acumen.
