Deputy Director Artisanal Mining, Quarrying Operations and Value Addition at

The Commission dates back to 1954 when Civil Service Commission was established by British Colonial Government following Holmes Commission Report, 1948; Civil Service Commission was advisory to the Governor in matters of appointments; At independence in 1963 it was enshrined in the constitution and renamed Public Service Commission; Independence Constitution had Regional PSC's but abolished in 1964 following constitutional amendments; It is the oldest Constitutional Commission and its mandate has expanded over the years.
Duties and responsibilities will include:
- Implementation and reviewing of policies, strategies, guidelines, standards and procedures in relation to artisanal mining, Quarrying operations and Value Addition;
Coordinating the establishment of artisanal mining committees and artisanal mining associations, groups or cooperatives in liaison with other relevant state agencies;
Developing, implementing and reviewing guidelines on designation of areas for artisanal mining operations;
Coordination of permitting of artisanal miners in liaison with the County mining offices;
Establishment and maintenance of an up-to-date register of artisanal miners and active, disused and abandoned quarrying sites;
Coordinating capacity building and training programs necessary for effective and safe artisanal mining, and quarrying operations;
Coordinating the licensing and permitting of quarrying activities;
Supervision and monitoring of artisanal mining and quarrying operations;
Coordination of minerals value addition programs;
Reviewing of policies and the prevailing fiscal regime to promote in-country mineral processing and value addition;
Identification and promotion of use of appropriate mining technologies and inventions in the mineral value chain;
Identification of minerals resources suitable for in-country value addition and promote development of value addition centers;
Coordinating in the management of existing mineral value addition centers;
Establishment of appropriate structures necessary for skills transfer for mineral processing technologies;
For appointment to this grade, an officer must have:
Served for a minimum period of ten (10) years three (3) of which should have been at the grade of Senior Superintending Inspector of Mines, CSG 8, and above or in a comparable and relevant position in the Public Service;
A Bachelors degree in any of the following disciplines: - Mining Engineering, Minerals Processing Engineering, or Civil Engineering or any other equivalent qualification from a university recognized in Kenya;
Demonstrated technical and professional competence as reflected in work performance and results
