Setting and ReportingThe position is located in the Regional Office for Eastern Africa (ROEA), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC) in Nairobi, Kenya.The incumbent will work under the general guidance of the ROEA Regional Representative and the direct supervision of the Programme Management Officer heading the Transnational Organized Crime and Illicit Trafficking Programme for Eastern Africa, and in close cooperation with the Associate Crime Prevention and Criminal Justice Officer. Work experience within the United Nations system or a similar international organization is desirable. Work experience with counterparts in the field is desirable. Experience in data analytics or related area is desirable.LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. RESPONSIBILITIES

Within assigned authority, the Programme Officer will be responsible for the following specific duties: Participate in the development, implementation and evaluation of the programme with specific focus on modernization and professionalization of national police service trainings and training environments; monitor and analyze programme/project development and implementation; review relevant documents and reports; identify problems and issues to be addressed and proposes corrective actions; liaise with relevant parties; identify and track follow-up actions.Coordinate the collaborative work of consultants, local partners, and other UN staff.Undertake survey initiatives; design data collection tools; review, analyze and interpret responses, identify problems/issues and prepare conclusions. Prepare various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.Provide substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.Undertake outreach activities; conduct training workshops, seminars, etc.; make presentations on assigned topics/activities.Participate in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.Coordinate activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepare related documents/reports (pledging, work programme, programme budget, etc.).Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.CompetenciesProfessionalism:Has knowledge and understanding of theories, concepts and approaches relevant to modernization and professionalization of national police service trainings and training environments, through strengthened knowledge development, enhanced instructor capacity and talent management, as well as enhanced effectiveness of infrastructure and use of resources.Has knowledge of the mandates of UNODC.Has ability to identify issues, analyze and participate in the resolution of issues/problems.
