ABOUT THE COMPANY

In 2016, the UN Special Envoy's Office and Partners In Health, along with a range of partners, including Last Mile Health, the World Bank, Living Goods, Total Impact Capital, Johns Hopkins University, UNICEF, and many others, committed to launching the Financing Alliance for Health, a new organization of leaders in global health and international finance created to help governments design and fund ambitious, affordable, and at-scale community health programs, with an emphasis on finding effective financing pathways, investment opportunities, and attractive returns for commercial and social investors. During the term of its one year commitment, the Alliance seeks to identify and leverage $15 million to support approximately 5,000 community health worker scale up in Liberia, Sierra Leone, and Kenya or Uganda, by leveraging knowledge of financial structuring, by accessing private sector financing opportunities, and by embedding this knowledge into the local partners. By 2030, the Financing Alliance's aspiration is to have helped countries transition from largely donor-supported models to financing self-sufficiency through a mix of sources, such as revenue generating models, corporate investment into community health, impact bonds, and revenue bonds supported by the capital markets, with a predominance of government investment of national resources.

JOB SUMMARY

The Financing Alliance for Health is seeking a highly skilled-multi functional, proactive, results-oriented, and entrepreneurial Director Partnerships, Resource Mobilization and Advocacy with a passion for global health financing and affinity for partnerships, resource mobilization and willing to excel in a highly entrepreneurial environment.The incumbent will develop approaches, pathways, and changes towards integrated, and long-term financing for community health systems whilst strengthening and aligning government engagement-focused collaboration within FAH. In addition, s/he will provide leadership and engage with internal and external stakeholders around the promotion of advocacy and government influence. S/he will identify and build funding relationships with public (bilateral and multilateral) donors in Africa (in-country and regional missions) and lead the grants management process at the FAH.The Director Partnerships, Resource Mobilization, and Advocacy will be responsible for developing and executing comprehensive strategies to secure resources, build strategic partnerships, and advocate for the organization's mission. This role involves leading a team to achieve fundraising goals and enhancing the organization's visibility that aligns with the organization's objectives.This is an exciting opportunity for the right candidate to spearhead a transformative initiative, aimed at scaling and sustaining integrated, resilient community health systems across sub-Saharan Africa.CANDIDATE SPECIFICATION: KEY SELECTION CRITERIAProfessional ExperiencePost graduate level education with a minimum of ten (10) years non-profit/government executive management experience, preferably in the healthcare or community development sectors with strong content knowledge of global health, primary healthcare, and community health.Significant and demonstrable relationships and inroads with major bi-laterals and multilaterals to assist in developing approaches and driving pathways and change towards integrated, and long-term financing for community health systems and governments.Considerable experience navigating large governments (both bilateral and multilateral) and global health institutions (the likes of USAID, UNICEF, WORLD BANK, EUROPEAN UNION, BMGF and WHO), large private foundations, philanthropic funders, and individual donors as well as the private sector.Public sector experience is critical with an excellent understanding of government processes, structures and systems, domestic and international advocacy with a well-developed ability to broker the correct institutional partnerships.Demonstrated experience in developing and executing fundraising and advocacy tactics.Demonstrated ability to design and execute large, multi-stakeholder projects.Ability to take previously established community health financing solutions and refine them, to make the case for these financing solutions and communicate them articulately to internal and external stakeholders.Culturally nuanced, well networked, respected, and reputable leader with extensive experience across multiple countries/regions on the African continent.Excellent leadership and management skills - able to engage at different levels within local government, public and private sectors.Bilingual – English and French preferred.Understanding of primary health, community health and universal health coverage.Mission Critical CompetenciesEnsures Accountability – holding self and others accountable for meeting commitments.Strategic Visioning - seeing ahead to future possibilities and translating them into breakthrough strategies.Navigates Networks - effectively building formal and informal relationships inside and outside the organization.Engages and Inspires - creating a climate in which people are motivated to do their best to help the organization achieve its objectives.Develops Talent - developing people to meet both their career goals and the organization's goals.Aligns Execution - planning and prioritizing work to meet commitments aligned with organizational goals.Persuades – using compelling arguments to gain the support and commitment of others.Manages Conflict – handling conflict situations effectively, with a minimum of noise.Global perspective - taking a broad view when approaching issues, using a global lens.Balances Stakeholders – anticipating and appreciating the varying needs of all parties invested in outcomes.Personal QualitiesAn appreciation of the complexities and challenges of rural community, healthcare, and economic development in the development worldOutstanding team leadership, communication and relationship building skills, andStrong delivery focused approach and can-do attitudeA collaborative style with the ability to inspire a shared mission throughout an organization, ensure continuous development and empowerment.A structured approach where efficiency, consistency, performance, accountability is prevalent.

RESPONSIBILITIES

Strategic Leadership:Revamp and implement a comprehensive strategy for partnerships, resource mobilization, fundraising, and advocacy.Provide leadership and guidance to the team, ensuring alignment with the organization's mission and strategic goals.Work closely with senior management to integrate resource mobilization and advocacy efforts into the overall organizational strategy.Contribute to the development and implementation of the organization's strategic plan, ensuring alignment with fundraising and partnership goals.Conduct market research and analysis to inform strategic decisions related to partnerships and resource mobilization.Provide input into the annual budget and fundraising targets.Partnership Development:Identify and cultivate relationships with key stakeholders, including philanthropic partners, in-kind partners foundations, and bilateral & multilateral organizations.Negotiate and manage partnership agreements to ensure mutual benefits and long-term collaboration.Leverage partnerships to enhance programmatic impact and sustainability.Resource Mobilization and Fundraising:Lead the development and implementation of fundraising strategies to secure financial support from diverse sources.Prepare and oversee the creation of high-quality proposals, grant applications, and fundraising campaigns.Monitor fundraising performance and adjust strategies to meet or exceed targets.Ensure funding gap for the year is filled to allow for smooth operations of FAH.Secure multi-year, diverse funding.Advocacy and Public Policy:Develop and implement advocacy strategies to influence public policies and practices in line with the organization's mission.Build and maintain relationships with policymakers, influencers, and media to promote the organization's advocacy goals.Represent the organization in public forums, conferences, and meetings to advance advocacy objectives.Team Management and Development:Lead and mentor a team of professionals in partnerships, fundraising, advocacy & impact.Provide regular performance feedback and opportunities for professional development.Foster a collaborative and high-performing team culture.Communication and Outreach:Develop and implement communication strategies to enhance the organization's visibility and stakeholder engagement.Oversee the creation of marketing materials, reports, and presentations to support fundraising and advocacy efforts.Ensure consistent and effective messaging across all communication channels.Monitoring and Evaluation:Establish and maintain systems for tracking and evaluating the effectiveness of partnership, fundraising, and advocacy initiatives.Prepare and present regular reports to senior management and the board of directors.Use data and feedback to continuously improve strategies and approaches.Reporting and Compliance:Ensure compliance with donor requirements and internal policies in all fundraising and partnership activities.Prepare regular reports on resource mobilization activities, outcomes, and financial performance.Monitor and evaluate the effectiveness of partnerships and fundraising initiatives.Capacity Building:Provide training and support to staff on resource mobilization and partnership management.Share best practices and lessons learned with the team to enhance the organization's fundraising capabilities.KEY RELATIONSHIPSThe Director Partnerships, Resource Mobilization and Advocacy will work alongside the CEO and the executive leadership team (EXCO) to support their work in countries and in partnership with Development Finance Institutions/Investors.
