Location: Badhan, Somalia, with frequent travel in Puntland

POSITION SUMMARY
The Water & Infrastructure Engineer is responsible for planning, designing, supervising, and monitoring all water supply system developments, including pipe-laying distribution networks, borehole drilling, water storage facilities, pumping systems, and related civil infrastructure. The Engineer ensures that all water infrastructure projects are technically sound, meet national and international standards, are cost-effective, and are delivered on time.
SPECIFIC ROLES AND RESPONSIBILITIES
A. Technical Planning & Assessments
- Conduct engineering assessments for water supply projects, including hydrogeological surveys, borehole siting, groundwater yield assessments, and network assessments.
- Prepare Bills of Quantities (BOQs), cost estimates, technical reports, and tender documents.
- Ensure technical work complies with national standards, donor requirements, WHO guidelines, and SPHERE standards.
B. Project Implementation & Supervision
- Oversee and supervise pipe-laying works, ensuring correct bedding, jointing, pressure testing, and commissioning of pipelines.
- Manage and supervise contractors during borehole drilling operations, including drilling logs, casing, gravel packing, pump tests, and water quality tests.
- Monitor construction of all water infrastructure, ensuring adherence to quality, safety, and environmental standards.
- Conduct routine field inspections, troubleshooting, and technical problem-solving.
- Approve materials and equipment delivered to the site to ensure compliance with specifications.
C. Quality Assurance & Compliance
- Ensure infrastructure is constructed to high-quality standards and engineering best practices.
- Lead pressure tests, pipeline flushing, pump tests, and system commissioning.
- Maintain accurate records of tests, inspections, and as-built drawings.
- Ensure compliance with Environmental and Social Safeguards (ESS) where applicable.
D. Coordination & Stakeholder Engagement
- Liaise with government departments for approvals and compliance.
- Coordinate with community leaders and water user committees to ensure social acceptance and sustainability.
- Work with procurement teams to ensure technically sound procurement processes.
- Support donor reporting by providing technical documentation and progress updates

E. Capacity Building
- Train community members, local technicians, and project staff on:
- a. Operation and maintenance (O&M) of water systems
- b. Safe drilling supervision
- c. Pipeline maintenance, leak detection, and repair
- Develop O&M manuals, checklists, and handover packages.
F. Monitoring, Reporting & Documentation
- Prepare concise, accurate engineering reports (daily, weekly, monthly).
- Maintain updated project documentation including:
- a. As-built drawings
- b. Technical logs
- c. Commissioning reports
- Contribute to project evaluations, learning workshops, and audits.
SKILLS AND QUALIFICATIONS
- Bachelor's degree in civil engineering, Water Engineering, Environmental Engineering, or related field (master's preferred).
Minimum 5+ years of experience in water supply engineering, including:
Pipe-laying and water distribution networks
- Borehole drilling supervision
Rural or urban water infrastructure construction
Demonstrated experience with:
AutoCAD or similar design software
- Hydraulic modeling tools (e.g., EPANET)
Groundwater drilling and pump testing methods
Strong understanding of WASH standards, including SPHERE, WHO, and national water codes.
- Experience working with NGOs, government agencies, or development partners is an asset.
- Excellent project management and contractor supervision skills.
