The Global Programme Division (GPD) plays a central role in driving programme excellence across UNICEF. It provides global strategic leadership and policy direction, develops and monitors frameworks and standards, and ensures coherence and alignment across sectors, regions, and partners. GPD generates high-impact, evidence-based solutions and serves as a hub of specialised expertise, offering technical guidance on policy reform and scalable programming.

GPD leads UNICEF's policies, standards, and negotiations for programmes, ensuring that the organisation's assets and priorities align with, and contribute to, child development goals. In addition, GPD strengthens country-level implementation through integrated technical support, linking global policy with on-the-ground action to deliver results for children at scale.

As part of this structure, UNICEF has established Centres of Excellence (CoEs) to provide high-quality, demand-driven technical assistance to countries, and their governments and partners. Located strategically in Nairobi, Panama, Amman, and Bangkok, the CoEs bring together cross-cutting expertise across time zones. Global Programme Practices in CoEs function as a single point of entry for support, delivering tailored assistance in priority areas such as policy reform in matters that advance the well-being of children, at-scale programme design, public finance, workforce development and institutional strengthening, and timely humanitarian response while promoting resilient development. In doing so, the CoEs also contribute to global policy standards, ensuring that UNICEF's support is grounded in practical knowledge.

The Executive Associate is a key member of the front office, ensuring that the Direcor and the wider team can focus on delivering strategic, high‑impact work. This role sits at the heart of our operations: coordinating critical communications, supporting programme implementation, ensuring smooth administrative processes, and enabling efficient decision‑making. You will work closely with internal and external partners, gaining exposure to high‑level discussions, cross‑sectoral initiatives, and the full breadth of UNICEF's mandate in the country.

Summary of key functions/accountabilities:

  • As an Executive Associate, you will play a central role in ensuring the smooth, efficient and well‑coordinated delivery of administrative, operational and communication services that keep the office running at its best.
  • Working closely with the Head of Office, you will provide specialized support that enables strategic focus and effective workflows across the section.
  • You will manage a wide range of communications, prepare routine and sensitive correspondence, follow up on deadlines, and coordinate calendars, meetings and travel arrangements.
  • You will prepare briefing materials, review documents for accuracy, and support logistical arrangements for capacity‑building activities and conferences.
  • Your responsibilities will also include monitoring staff absences, maintaining office inventories, supporting budget preparation and expenditure monitoring, and carrying out VISION transactions related to grants.
  • You will facilitate procurement processes, support consultant and partner contracts, and maintain updated vendor and consultant rosters—ensuring timely, accurate and compliant support to the office.

To qualify as an advocate for every child you will have… 

Minimum requirements:

  • Education: Completion of secondary education is required, preferably supplemented by technical or university courses related to the field of work.
  • Work Experience: A minimum of six years of relevant administrative or clerical work experience is required.
  • Skills: You must have expertise in AI, Administrative Analysis, Communication, Problem Solving, Procurement, Planning and Budgeting, Reporting.
  • Language Requirements: English - Proficient level is required.

Desirables:

  • Language: Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language  is an asset.
  • Experience with SharePoint, VISION, MS Office, administrative coordination, procurement processes, and document management is considered an advantage.
  • Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
