  • What are the knowledge, skills and capacities that women, youth and other leaders need to support their communities in designing locally relevant climate solutions?
  • What are the enabling conditions for meaningful participation in participatory climate scenario planning and nature-based solution development by marginalized group members? and
Deliverables
  • Cover page: A title page with date, logos, consultant name
  • Executive summary: a brief of a maximum of two pages with a description of the project, the methodologies, main findings, actionable recommendations and conclusions. The executive summary should be formatted in a way that it can be printed as a stand-alone 2-pager.
  • Introduction: including brief description of the Sowing Change program, including its objectives, period of implementation, geographical focus, intervention areas and demographic information. Description of the key stakeholders involved and roles they played. Description of the participants of the project; impact and target groups, numbers of people participating in the project, disaggregated by gender, age or other relevant categories. Outline the project's Theory of Change, and key impact and outcome indicators.
  • Objectives of the baseline evaluation
  • Evaluation questions and indicators measured
  • Ethical considerations: a brief description of the key ethical considerations of the baseline evaluation and what steps the evaluation team took to protect participants safety and privacy as part of the data collection.
  • Methodology, including sampling frame and limitations
  • Analysis of the baseline data, including graphs and disaggregating information as relevant by sex and age, if not other relevant categories such as household economic status.
  • Recommendations related to the project's design or implementation plans, as well as initial insights related to the research questions. Recommendations must include concrete and realistic steps for implementing or applying the recommendation.
  • Annexes: Baseline survey ToR, the composition of the consultant team, final tools (including documentation of any final changes) in English, Kiswahili and Maa, and field data collection schedule including the list of sites visited.
