The peer-reviewed and validated Handbook will combine evidence, key metrics, and real-world case studies to highlight the business and investment case for gender inclusion. It will also include gender-responsive Key Performance Indicators (KPIs) and illustrate how inclusive business models can attract concessional and blended finance while de-risking investments. By offering clear frameworks and examples, the Handbook will help companies and investors integrate gender inclusion as a core strategy for performance and impact. Proposed structure of the Handbook: a. Introduction and Purpose – Rationale for gender inclusion as a strategic advantage; objectives and target audiences (industry, investors, policymakers). b. The Business Case for Gender Inclusion – Evidence linking diversity to stronger returns, innovation, and competitiveness; examples such as Ampersand, BasiGo, and OLA Electric. c. Market Growth and Opportunity – Analysis of the e-mobility market, emerging opportunities for women as consumers, entrepreneurs, and workers. d. Barriers and Gaps – Identification of key constraints (finance, training, infrastructure, networks) and strategies to address them. e. Aligning with ESG, SDG 5, and Climate Finance – How inclusive practices align with global benchmarks and attract impact investment. f. Designing Gender-Inclusive Business Models – Tools for embedding inclusion into operations, services, and workforce strategies. g. Metrics and Finance Linkages (KPI Framework) – Gender-responsive indicators and guidance for tracking outcomes linked to access, safety, workforce, and finance. h. Case Studies and Early Adopters – Evidence from Africa, Latin America, and Asia highlighting scalable best practices. i. Action Pathways for Industry and Investors – Practical steps, partnership models, and approaches for replication and leadership. j. Conclusion and Next Steps – Call to action for mainstreaming gender inclusion in sustainable transport strategies. Expected result: A finalized, publication-ready Gender and E-Mobility: Investor and Industry Handbook that serves as a global reference for gender-responsive business and investment in e-mobility. The consultant is not expected to undertake graphic design or final typesetting, but the manuscript must be structured, edited, and formatted to publication standards, requiring only the addition of design elements by UNEP's SMU team. 3.Regional Accelerator Methodology: Building on the Handbook (Deliverable 2), the consultant will develop a practical methodology for implementing a Regional Accelerator designed to build, fund, and scale e-mobility initiatives that deliver both climate and gender outcomes. The methodology will serve as a standardized, yet adaptable framework tailored to regional contexts, enabling consistent and effective application of the Handbook. The Accelerator will be piloted through one-day sessions in Bangalore, Nairobi, and Bogotá, within broader three-day regional events co-hosted by UNEP, GIZ, and local partners. Each Accelerator will convene regional industry actors, investors, and policymakers to operationalize gender-inclusive strategies and financing approaches. Proposed structure of the Regional Accelerator Methodology: a. Accelerator Framework – Design of agenda, objectives, key takeaways, and session formats (panels, workshops, mentor clinics) suitable for a one-day accelerator. b. Integration of the Handbook – Practical guidance on embedding the Handbook as the central reference for discussions and activities. c. Government and Policy Engagement – Recommendations for involving policymakers and regulators, defining targeted outcomes, and linking policy actions to industry needs. Expected result: A validated Regional Accelerator Methodology ready for deployment across UNEP–GIZ regional events, enabling structured application of the Handbook and supporting the mobilization of investment for gender-inclusive e-mobility solutions.
