TYPE OF APPOINTMENT ISSUED:
This position is excluded from the Educational Officers' Bargaining Unit and will be filled as a limited term temporary appointment. Probationary service credit and tenure are not granted for temporary appointments.

A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.
Examples of Duties
Under the general supervision of the Assistant Superintendent of the Office of Talent Management, the Human Resources Officer:

  • Stakeholder Coordination: Collaborate with OTM Lead and other relevant OTM stakeholders to gather requirements and ensure the alignment of objectives with the overall Human Capital Management (HCM) Modernization Project strategy to promote successful implementation. Facilitate regular meetings, working sessions, and feedback forums with key OTM subject matter experts (SMEs) across functional areas. Synthesize and organize complex, technical, or functional input from SMEs into clear, concise, and actionable reports or presentations for the project team.
  • Process Analysis and Requirements Documentation: Gather, analyze, and develop current- and future-state OTM business process maps to highlight pain points, gaps, and areas for improvement and modernization. Translate business needs and functional requirements gathered from SMEs into formal, documented system requirements for the technical development and configuration teams. Collaborate with the HCM team to develop and maintain thorough documentation, including status reports, decision logs, and lessons learned.
  • Quality Assurance and System Validation: Review and validate system design documents, functional specifications, and configuration work to ensure approved OTM functional and operational requirements are accurately reflected. Develop, execute, and document user acceptance testing scripts to validate the new HCM system functionality meets OTM business requirements. Collaborate with the HCM team to evaluate the effectiveness of the system post-implementation to ensure successful realization of intended operational efficiencies and recommend continuous improvements.
  • Training and Implementation Support: Assist the HCM team to develop and implement comprehensive training materials and documentation to ensure user proficiency with the new HCM system. Provide direct support during system go-live, cut-over activities, and post-implementation periods. Troubleshooting OTM-related issues and escalate complex problems to the OTM Lead or appropriate technical resources.
  • Performs other related duties as assigned. .

Minimum Qualifications
Education
: Graduation from an accredited college or university with a bachelor's degree in business administration with specialization in human resources management, or with specialization in management which included course work in personnel administration and/or industrial relations.

Equivalencies for Education
:

  • Bachelor's degree in any field from an accredited college or university, PLUS two (2) years of professional work experience that involved responsibility for personnel administration, or cumulative equivalent experience; OR
  • Completion of the HICISL program (or earlier versions of the Department of Education's school administration training program); OR
  • Bachelor's degree from an accredited college or university, PLUS five (5) years of experience in any of the Institutional Analyst classes or any of the Management Analysis & Compliance Specialist classes.

Experience
: Four (4) years of responsible professional work experience in one or more specialized areas of human resource management of which one (1) year shall have been in an education program, agency, or system.

Equivalencies for Experience
: Two (2) years experience in the Human Resources Officer I class or Human Resources Regional Officer I or II classes PLUS any of the following shall meet the required years of experience:

  • Two (2) years of professional work experience which involved responsibility for personnel administration, or cumulative equivalent experience; OR
  • A master's degree in business administration from an accredited college or university; OR
  • Five (5) years experience as a 12-month educational officer with the Department; OR
  • Five (5) years experience as a school principal or vice principal.

Combined Education and Experience
: An equivalent combination of education and experience may be acceptable as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency, or system.

Knowledge
: Personnel administration; leadership and group dynamics; organizational change and effectiveness; labor problems; business statistics; principles and practices pertinent to the area(s) of assignment such as personnel compensation, the staffing process, collective bargaining and dispute settlement, or employee benefits; laws, rules, regulations and administrative procedures pertinent to the area(s) of assignment.

Desired Knowledge
: Understanding of HR systems, project management, organizational change management and effectiveness, training and development, leadership and group dynamics.

Ability to
: Provide analytical and technical services in human resource management in the area(s) of assignment; communicate effectively with others both orally and in writing; operate computer and other business machines.

Desired Ability to:
Leadership and team management, design thinking and planning, stakeholder management and collaboration, and change leadership.

Supplemental Information
SALARY RANGE:
EOSR-7, $113,660 to $160,893.

Department of Education certificated employees will be placed on the salary range in accordance with Department regulations.

All others will be placed on the first step of $113,660.

NOTE:
Department of Education employees will be placed on the salary range in accordance with Department regulations. All new external applicants will be placed on the initial step of the salary range. However, placement above the initial step of the salary range will be based on special characteristics and critical needs of the position, an applicant's exceptional qualifications, the availability of funds, and other relevant factors. Such appointments require prior approval.

WORK YEAR AND BENEFITS:
This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.

Payday
New employees can expect their first paycheck within the first 3 pay periods of their start date. Payday is on the 5th and 20th (or previous business day) of every month.

12-month certificated employees enjoy a range of competitive benefits:

  • Holidays: Employees observe paid holidays during the school year provided that all conditions under the respective collective bargaining agreement are met.
  • Vacation: 12-month certificated employees earn 21 days per year.
  • Sick Leave: 12-month certificated employees earn 21 days per year. Accumulated (unused) credits may be used toward computing retirement benefits.
  • Health Insurance: If eligible, the State pays a part of the premiums for each employee's enrollment in a State sponsored Medical, Drug, Vision, and Adult Dental Plan.
  • Group Life Insurance: The State provides a free life insurance policy for employees and retirees.
  • Premium Conversion Plan: Participating employees may increase their take-home pay by having the State deduct the cost of health care premiums before payroll taxes are withheld.
  • Flexible Spending Accounts: Eligible employees can reduce their federal and state income taxes and social security taxes through a tax-savings benefit program called Island Flex. This program allows employees to set aside money from their paychecks to pay for out-of-pocket health care expenses and eligible dependent care expenses on a BEFORE-TAX basis.
  • Retirement Plan: The State contributes to a retirement plan for eligible employees. Generally, employees with at least 10 years of credited service and who have reached 62 years of age or have 30 years of credited service and are 55 years old may retire and receive benefits.
  • Tax Shelter Annuity (TSA): If eligible, Department employees are able to participate in a tax shelter annuity program. The TSA plan allows eligible employees to contribute pre-tax dollars to an employee-selected investment service provider authorized to provide TSA products.
  • Deferred Compensation: The State offers employees a tax deferred (sheltered) retirement investment program. This program is an opportunity to build a retirement nest egg through voluntary payroll deductions. Several investment options are available.
  • Temporary Disability Insurance: Qualified employees may be eligible to receive benefits for a disability caused by a non-work related injury or illness under this program.
  • Social Security: As an employer, the State also contributes to an employee's social security account.
  • Workers' Compensation: If an employee is injured while on the job, benefits covering medical expenses and partial wage support may be available through workers' compensation.
  • Union & Collective Bargaining: Employees have the right to join the union for collective bargaining with the State and employee representation. Some employee unions provide discounts, insurance and other opportunities. Employees may also decide not to join a union, however, employees are required to pay union service fees unless the employee's job is excluded from collective bargaining.
