Role Purpose:


To ensure compliance with all policies and regulations relevant to Telkom operations. It is required that this role work closely with the technology and business teams and monitor the operational activities of the technology infrastructure & commercial services. Provide technical and business expertise within the Regulatory Affairs team to ensure compliance with the license conditions including attendance to any meetings within and without the Communications Authority of Kenya (CA) as necessary. To develop and implement the Mobile Financial Services Legal Strategy based on the business requirements.



Key Duties and Responsibilities


• Keep abreast of technical standards, policies and regulations impacting the sector as well as changes in the applicable legislation.

• Prepare advisories and keep the business informed of relevant standards and regulations and changes thereto.

• Submit periodic compliance and utilization returns to the company’s regulators in a timely and responsive manner.

• Ensure that the necessary frequencies and regulatory resources are timeously obtained. 

• Ensure that licenses are applied for and renewed timeously.

• Process applications for resources and product approvals by the company’s regulators as per the needs of the business.

• Collaborate with business units to understand their needs and advocate for requisite resources and approvals with the relevant authorities.

• Enlighten the authorities on the company’s needs and challenges, and how the regulatory framework impacts the company and the telecommunications industry, including highlighting necessary amendments.



Academic background & Professional Knowledge:


• Degree in Telecommunications Engineering or other relevant technical field.

• Degree in Law

• At least 6 years relevant experience in telecommunications industry/environment, three of which should be at a senior management position.

• Extensive knowledge of laws, policies and technical standards applicable to the telecommunications industry applicable to the telecommunications industry.

• Extensive knowledge of telecommunications infrastructure and services.

• Extensive experience in the preparation of regulatory approval applications in the telecommunications industry

• Ensure adherence to the spectrum policy & equipment approval guidelines

• Advise business on changes to regulations as published by various regulators

• Regulatory Risk Management

• Ensure compliance by the company with all relevant legislation and regulations

• Timely and accurate submission of regulatory reports.
