JOB SUMMARY
Head of Procurement and Cost ControlRole Overview:The Head of Procurement and Cost Control plays a critical role in ensuring efficient procurement processes, cost management, and quality control within a civil construction company. This position requires a seasoned professional with substantial experience in procurement, budgeting, and construction materials management.
RESPONSIBILITIES
Responsibilities:1. Procurement Management:o Supplier Sourcing and Negotiation:Identify potential suppliers for construction materials (e.g., cement, steel, aggregates).Negotiate favourable terms, including pricing, delivery schedules, and payment terms.Leverage industry relationships to secure competitive deals.o Project Delivery Management:Ensure project deliveries align with the agreed schedule.Implement item-level tracking for delivery targets and monitor actual achievements.Maintain an overall delivery schedule for easy tracking.Conduct periodic reviews to ensure on-time delivery.o Material Requirements Evaluation:Cross-check material requirements from the project team.Evaluate correctness and propose cost-saving alternatives.Optimize utilization of items in general stores.o Vendor Relationship Management:Cultivate strong relationships with existing suppliers.Evaluate supplier performance based on reliability, quality, and responsiveness.Address any issues promptly to maintain smooth operations.o Billing and Collections Oversight:Ensure accurate billing processes for purchased items.Monitor collections to optimize cash flow.o ERP Coordination and Reporting:Collaborate with ERP systems.Generate monthly reports on materials available in general and site stores.Enable cost considerations during tender estimations and project planning.2. Inventory Control:o Stock Optimization:Maintain optimal inventory levels to support ongoing construction projects.Implement just-in-time inventory practices where applicable.Balance stock availability with working capital constraints.o Inventory Analysis:Analyze store inventory (fast-moving, slow-moving, stagnant items).Set replenishment timelines for each item category.Address items inactive for over two months (management approval required).Conduct regular physical inventory counts.Identify slow-moving or obsolete items and take corrective actions.o Materials Return History:Investigate material returns from site to store.Identify patterns (e.g., excessive purchases by specific project managers).Provide observations for management review and action.o Urgent Purchases Monitoring:Analyze buying patterns.Compile a list of projects with last-minute urgent purchases.Assess their impact on total procurement volume and savings opportunity loss.o Inventory Management:General Store Inventory:Keep the inventory at the minimum agreed level while ensuring uninterrupted project operations.Implement effective stock rotation strategies.Coordinate with site teams to align inventory needs with project timelines.3. Quality Assurance:o Material Quality Checks:Collaborate with quality control teams to verify the quality of construction materials.Inspect items such as cement, aggregates, reinforcement steel, and other critical components.Ensure compliance with relevant quality standards and certifications.4. Budget Management:o Budget Development and Monitoring:Work with finance teams to create comprehensive procurement budgets.Break down overall procurement targets into item-specific goals.Achieve project cost savings targets at the item level.Working with finance to allocate funds for various construction projects, considering project-specific requirements.Monitor actual expenses against budgeted amounts.Implement cost-saving measures without compromising quality.Monitor and control costs throughout the project lifecycle.Collaborate with project managers to ensure adherence to budgeted amounts.5. Payment Terms and Cash Flow Management:o Average Payment Terms:Achieve an average payment term of 90 days per purchase order (PO).Optimize payment schedules to balance cash flow needs.Work with the Project team and optimize material deliveries to support, billing and collection schedules to improve the cash flow.6. Material Documentation and Compliance:o Vendor Documentation:Arrange and provide vendor drawings, data sheets, and other relevant documents for onward submission and approval from customers.Ensure compliance with contractual requirements.o Material Traceability:Maintain accurate records of material sources, certifications, and specifications.Qualifications and Experience:Bachelor's degree in Procurement, Supply Chain Management, or a related field.Relevant professional certifications (e.g., CIPS, CPIM) are advantageous.A minimum of 15-20 years of experience in procurement, with at least 10 years in a leadership role.Extensive hands-on experience in the civil construction industry is essential.Proven track record of successful procurement and budget control.Skills and Attributes:Strong negotiation skills.Analytical thinking and problem-solving abilities.Excellent communication and collaboration skills.Leadership and team management capabilities.In-depth knowledge of construction materials, market dynamics, and industry best practices.Compensation:Competitive compensation at par with the market for expatriates in Kenya.Comprises a fixed component and a variable pay component.Variable pay is tied to the achievement of KPIs outlined in the scorecard.How to applyTo apply, please send your resume and a cover letter Subject as title (Position), outlining your relevant experience and why you are interested in this position to
