ABOUT THE COMPANY
GIZ, the German Gesellschaft für Internationale Zusammenarbeit GmbH, provides services in the field of international technical cooperation worldwide. In Kenya, it has been active since 1964, and up to now implements programs in a wide variety of areas, including economic development, green energy and water, governance, food security, and peace and security. The German Federal Ministry for Economic Cooperation and Development (BMZ) is GIZ's main commissioning party. However, GIZ as well works closely with the private sector, fostering successful interaction between development policy and foreign trade.
JOB SUMMARY
A. Background The ecosystems of the Western Indian Ocean (WIO) are critical for the food security, employment and economic development of ten states in eastern and southern Africa – Somalia, Kenya, Tanzania, Mozambique, South Africa, Madagascar, Comoros, Réunion, Mauritius,Seychelles. Some 60 million people rely directly or indirectly on this biodiversity hotspot for fishing, tourism, oil and gas, and other resources.However, population growth, increasing consumption, pollution and a diversity of human activities are threatening the region's fragile coastal and marine ecosystems. Climate change impacts, including warming of the ocean and related acidification, and increased variability and intensity of weather events, are significantly exacerbating the decline in coastal and marine biodiversity. In 2019 the German Federal Ministry for Economic Cooperation and Development (BMZ) commissioned GIZ to implement the Western Indian Ocean Governance Initiative (WIOGI) in partnership with the Nairobi Convention – the Regional Seas Convention housed at UNEP. The project supports the regional, national and local actors to collaborate more effectively for theprotection and sustainable use of marine and coastal diversity in the WIO. It focuses on three main work packages:a. Strengthening the capacities of local coastal communities to participate in ocean governance. b. Strengthening the capacities of the regional multi-actor stakeholder initiative (Our Blue Future) to strengthen and promote local solutions for inclusive and sustainable blue economy. c. Improving local economic and social framework conditions for an inclusive sustainable blue economy in Mozambique and Tanzania. WIOGI's scope and scale will be massively bolstered by a BMZ funding top-up in 2024 and three anticipated co-financings with the EU which, if successful, will increase the project budget by 15 times and extend the project duration to As WIOGI's activities spread to new countries and intensify, the Project Officer will play aninstrumental role in supporting the Project Manager to design and execute key project planning, coordination and management processes.
RESPONSIBILITIES
B. ResponsibilitiesThe Project Officer will support core operational aspects of the WIOGI project, including the current two implementing countries i.e. Mozambique and Tanzania to oversee operational and technical planning, progress monitoring, documentation, safeguards etc, to ensure timely and professional delivery of the project according to GIZ guidelines and standards.C. TasksThe Project Officer will undertake the following tasks:1. Serve as the operational interface to help coordinate day to day implementation of WIOGI activities in close liaison with the Project Manager and Component Leads, including:Maintaining the project's workstream plans.Maintaining the project's operational tools and systems. 2. Serve as the central focal point for monitoring, evaluation and knowledge management for the project's implementation structures:Organizing workstream steering meetings to contribute to the monitoring and evaluation system for WIOGI.Following up on project interventions according to the project's log frame/results matrix in close consultation with the project manager and the workstream leads.Supporting data collection, analysis and interpretation for internal and external re-porting processes as part of various project assessments.Coordinate with the communications leads to develop and disseminate lessons learnt and project impact for different audiences.Identify risks in project implementation and recommend mitigation options to the project manager.3. Support the end-to end project design processes to ensure compliance with commission requirements, including:Providing process support to ensure project compliance with GIZ rules and regulations. Leading the development, implementation and monitoring of safeguards assessments for Change Offers in line with GIZ P+R.4. Participate in and support strategic steering meetings for the project.5. Manage procurement and contract processes, including:Maintaining the project's contract database Ensuring proper archiving of different deliverables in line with GIZ P+RSetting up and managing consultancies.6. Research on relevant technical topics related to the project's thematic areas.7. On-boarding new staff and technically supervising junior staff.8. Other tasks at the request of the Project Manager.D. Required qualifications, competences and experienceA Bachelor's degree and preferably a Master's degree in development studies, project manage-ment, administration, M&E or a related field.At least 5 years' experience in supporting project management in an international organisation in development cooperation (preferably GIZ). Demonstrated knowledge of project management and administrative processes.High proficiency in the use of IT technologies and computer applications. Excellent written and spoken communication skills. Strong interpersonal skills and ability to work in a multicultural environment.A results-driven, hard-working and high integrity individual, who is willing to see processes through to completion.Willingness to travel within Kenya and abroad.E.
