ABOUT THE COMPANY

IR-Kenya started operations in Kenya in 1993 on a one-to-one orphans sponsorship programme through a local CBO in Mandera County, Northern Kenya. It opened its fully fledged office in March in 2006 at the height of drought in the Horn of Africa. Since, then IR has been providing humanitarian and developmental assistance to vulnerable communities. Over these years it has implemented various developmental and relief activities in the region. This has remarkably changed the lives of the vulnerable and disadvantaged communities. In January 2010, IR extended its operation to Wajir County, neighboring Mandera. Again, in October 2011, the programme was extended to Garissa County, with a focus to primarily support Refugees at the Daadab Camp (the largest refugee camp globally) and host communities at the neighborhood.

North Eastern Kenya is the least developed region in Kenya. The region generally has very poor infrastructure, rough roads, underdeveloped social amenities and a remote potential for improvement in the near future. Government efforts to improve the situation of arid regions are hampered by lack of funds and policy bias among other factors. The region is also affected by perennial border conflict in Somalia – Ethiopia, a situation that has led to increased insecurity. The region has faced numerous challenges such as drought,flash flooding and inter clan and border conflicts.The impact of recurrent drought-related crises in North Eastern Kenya is rapidly escalating, with more and more people being affected with every occurrence. Drought is becoming more frequent, allowing less time for recovery in between and increasing the vulnerability of local populations. The current ability of pastoralists to respond to drought is limited not only due to the increasing frequency, but also due to an increasing population, a dwindling resource base, conflict, changes in access to land and water as well as the impact of other shocks such as flooding and disease outbreaks.

IR Kenya has tailored its programs towards emergency response, recovery, and livelihood support. The programmes are aligned to respond to and comply with government developmental policies (such as Vision 2030), community focus, regional vision as well as global millennium development goals. The focal programme areas since February 2006 have included; Nutrition and Health, Water and sanitation, Orphans sponsorship, Livelihoods programmes and Emergency and Relief Supplies. IR has ensured that its programmes target those who are most vulnerable in the most disadvantaged areas.

The project aims at improving the quality of education in Tana River County through infrastructure development and enhancing learning environment while at the same time improve access to clean and safe water to the community for domestic and livestock use at all seasons.Islamic Relief Kenya in pursuit to support and strengthen its operations, seeks to employ motivated, hardworking, and pro-active individuals to fill in the following position.JOB PURPOSEThe WASH & Environment Officer will be responsible for the Planning, Design, and Implementation of all Civil and Structural activities/interventions of the project. The officer is responsible for the supervision of the technical team (if any), contractors/consultants and furthermore contribute to assist the organization in the technical supervision of WASH/Environment & related activities; and specifically support the Project Coordinator with the overall technical field support for the planning and coordination of construction and rehabilitation works. RESPONSIBILITIES

Planning, Design, Implementation and Reporting 30%Planning and design of WASH/Environment activities of the projects as required/assigned.Ensure the proper implementation of all WASH/Environment activities related to construction and rehabilitation works that is timely and in coherence with the project work plan and specifications.Organize, manage, and supervise on a daily basis the WASH operations in the field through field visits and provide needed technical support to project team.Provide support and coordinating with contractors and/or suppliers of the WASH/Environment works and items.Provide technical guidance and expertise to the contracted service provider in charge of the works. Inform the project manager about any potential technical modification occurring during the work implementation and require its formal approval by the same.Provide upon request assistance to the implementation of the others project activitiesTechnical SupportProvide technical input to prepare or adapt technical drawings and designs of WASH/Environment activities, as required by the project and according to standard guidelines or codesPrepare and/or revise bill of quantities (BoQs), technical drawings and work plans related to the construction and rehabilitation works to be undertaken within the project implementation period.In general, provide technical input to the project manager to prepare or revise the technical documentation in every necessary tender dossier.Provide input to prepare and to draw reports on the technical team's activities as required or assignedKeep track record of the progress of the implementation of construction and rehabilitation activities in the field and share the documents with the Area manager and/or MEAL UnitReport to and discuss with the Area Manager/Programme Manager on regular base any technical issues of the field activities which may have a direct impact on the general implementation of the project or of the organization's activities in the area.Development and submission of quality Donor and programmes reports are required.Monitoring and EvaluationProvide input to develop activities' monitoring evaluation accountability and learning toolsCollect, analyze, and interpret all technical data concerning the WASH activities to support the project.Ensure together with the technical field team the proper monitoring and evaluation of all construction and rehabilitation works executed by the contracted service providers and provide regular feedback to the project ManagerCoordinationEstablishing relationship with project beneficiaries, community leaders and other community groups-while managing emerging issues, including conflicts.Formation and training of community Groups for project sustainability-such as Water and Environment users, Hygiene, and sanitation Groups etc.Participate in sectorial coordination meetings at local when requested by the line Manager. Keep herself/himself as well as the technical team up to date on sector working groups and local authorities' news, reports, recommendations, requirements, etc. Quickly react to changes - of any kind - in the field and its context in which the WASH activities are being implemented, inform immediately the senior management about them, and contribute to finding proper adjustmentsCoordinate with other WASH actors and stakeholders in the field.
