Org. Setting and Reporting

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

The Corporate Services Division (CSD) is the guardian of UNEP's corporate interest, mitigating the organization's exposure to risk and supporting it with up-to-date management tools, guidelines and capacity building.

CSD oversees UNEP's efficient and effective management as well as adherence to the core values of the UN in line with relevant accountability requirements, rules and regulations.

This position is located in United Nations Environment, Corporate Services Division, Nairobi duty station.

Under the supervision of the Chief, Financial Management Service, the Finance and Budget Assistant will be responsible for the following duties:

Responsibilities
Budget preparation and Consumption: 1) May act as Certifying Officer on behalf of and in the absence of the Finance and Budget Officer. 2) Provides support with respect to the review, analyses and preparation of the medium-term plan and its revisions.

3) Prepares supporting documents (narrative and supporting tables) with respect to finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements.

4) Assists managers in the elaboration of resource requirements for budget submissions. 5) Undertakes research and provides support to the Finance & Budget Officer with respect to budget reviews of relevant intergovernmental and expert bodies. 6) Monitors expenditures and compares with approved budget; prepares adjustments as necessary. 7) Prepares budget consumption document based on assigned roles. 8) Reviews requisitions for goods and services to ensure correctness in line with approved budget 9) Assists in preparation of budget performance submissions and finalization of budget performance reports, analyzing variances between approved budgets and actual expenditures. 10) Monitors and assist with reporting 11) Verifies accuracy of input data, ensuring consistency of data in previous allotments to new allotments issued. 12) Co-ordinates with other finance and budget staff on related issues during preparation of budget reports.

General Support:
1) Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme, ensuring compliance with donor and other recommendations and decisions as well as with United Nations policies and procedures. 2) Drafts or prepares correspondence to respond to enquiries in respect to relevant financial and budget matters. 3) Maintain and keep up-to-date files including electronic copies. 4) May be responsible for providing guidance, training and daily supervision to other general service staff in their area of responsibility. 5) Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making. 6) Assists with visualizations and updating information material such as web pages or brochures. 7) Performs other related duties, as assigned.

Education
High school diploma or equivalent is required.

Job – Specific Qualification
Additional technical qualifications as a Certified Public Accountant (CPA) or equivalent, is required.

Work Experience

A minimum of seven (7) years of relevant work experience in finance, budget, accounting, administrative services or related area is required.

The minimum years of relevant experience is reduced to five (5) for candidates who possess a first-level university degree or higher.

Experience working in an international organization is desirable.

Experience in Enterprise Resource Planning (ERP) systems especially focusing on the cleanup of receivables balances in the UN ERP System (Umoja), is desirable.

One (1) year or more of experience in data analytics or related area is desirable.

Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is a desirable.

NOTE:
"Fluency" equals a rating of "fluent" in all four areas (read, write, speak, understand) and "Knowledge of" equals a rating of "confident" in two of the four areas.

Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
