General Position Summary

  • The MEL Manager plays a crucial role within the CCS Secretariat team.
  • They oversee the CCS MEL technical team and guide the national MEL focal points from each partner organization.
  • Responsibilities include supporting the monitoring, evaluation, and learning plan of CCS' activities, fostering a strong learning culture, and providing leadership to the MEL staff of partner INGOs and NGOs.
  • Additionally, they lead the design, management, and adjustment of the Consortium's MEL system based on contextual needs, collective learning, adaptability, and implementation security, ensuring the capacity building of local staff and serving crisis-affected communities.

The MEL Manager ensures compliance with the consortium's donors and partners' data quality standards by conducting continuous training, supervising monitoring activities, performing Data Quality Assessments (DQAs), and enhancing the Data Management System and data collection tools for all CCS activities.

Collaboration with HQ Data Automation Team, CCS MEL Technology Coordinator, and partners' programmatic/MEL teams is essential to address data requirements and articulate MEL reports.

They drive program learning activities, initiate evaluations, and contribute to knowledge generation and sharing through documentation.

The MEL Manager directly supervises the CCS MEL Technology Coordinator and MEL Officer, offering support and professional development opportunities for the team and local partner MEL staff.

Essential Job Responsibilities

STRATEGIC LEADERSHIP

  • Provide strategic leadership in program technical and analytical aspects.
  • Lead technical MEL cooperation and coordination with key program partners.
  • Implement the MEL plan and Learning Plan, ensuring program deliverables align with the implementation plan.
  • Set strategic direction for the MEL component, clarifying priorities for partner teams.
  • Develop the CCS Learning Agenda and collaborate closely with the Research Coordinator for research-related activities.
  • Participate in consortium strategy meetings and engage in inter-agency coordination to promote best practices.
  • Facilitate data visualizations, coordinate MEL events, and support program managers with MEL budgets.

MEL DATA SYSTEMS

  • Lead MEL system maintenance and adjustment, supporting reporting efforts.
  • Develop standardized MEL systems, tools, and data processes.
  • Ensure information management and quality control for program data.
  • Supervise data quality, indicator management, and compliance with technical standards.
  • Coordinate data analysis technologies and ensure data accessibility and quality.

PROGRAM LEARNING

  • Facilitate program progress reflection sessions and knowledge product development.
  • Document best practices and conduct project site visits for training and data organization.
  • Support internal performance reviews and enhance analytic capacity within programs.

TEAM MANAGEMENT

  • Foster a conducive work environment for professional growth and staff development.
  • Supervise the CCS MEL team members, encourage coordination, and manage team dynamics.
  • Provide performance management and career growth guidance to team members.
  • Lead hiring and team integration efforts.

INTERNAL AND EXTERNAL COORDINATION

  • Build and manage partnerships with consortium partners, donors, and stakeholders.
  • Maintain relationships with MEL counterparts and participate in relevant MEL communities.
  • Ensure effective communication for project objectives and obligations.

ORGANIZATIONAL LEARNING

  • Allocate time for learning activities to enhance organizational effectiveness.

ACCOUNTABILITY TO PARTICIPANTS

  • Support accountability efforts and engage communities in project design and evaluation.

SUPERVISORY RESPONSIBILITY

  • Supervise the CCS MEL Technology Coordinator and CCS MEL Officer.

SECURITY

  • Ensure adherence to security procedures and policies determined by country leadership.
  • Promote a secure work environment for team members.

ACCOUNTABILITY

  • Reports Directly To: CCS Director
  • Works Directly With: HQ PAQ/MEL team, CCS partner MEL and Program teams, and CCS operations for logistics.

KNOWLEDGE AND EXPERIENCE

  • Education: Bachelor's degree in relevant field required.
  • In-Country Experience: Minimum five years of work experience with a focus on program development and monitoring and evaluation.
  • Knowledge of key donors: Experience in managing monitoring and evaluation for international development programs preferred.
  • Knowledge of thematic areas: Expertise in MEL activities across various sectors essential.
  • Knowledge of mobile technologies: Proficiency in data tools like CommCare and PowerBI required.
  • Knowledge of data analysis: Understanding of statistics and data analysis methods necessary.
  • Knowledge of evaluation: Academic knowledge of evaluation methodologies expected.
  • Emergencies: Experience in MEL for emergency response programs valued.
  • Writing and presentation skills: Ability to prepare clear reports and communicate effectively.
  • Planning and organization skills: Capacity to manage deadlines and multitask effectively.
  • Language skills: Fluency in English required, Arabic proficiency desirable.
