Role Objective:
We are seeking a highly skilled Procurement Officer to oversee end-to-end procurement activities in our client's healthcare facility in Nairobi. This role involves managing procurement plans, budgets, and processes to ensure seamless delivery of goods and services.
- Assist in preparing annual budgets and procurement plans.
- Manage contracting processes from initiation to closure, maintain suppliers' registers, and ensure fairness and transparency in tender processes.
- Receive, inspect, and accept/reject goods according to specifications, quality, quantity, and price on Local Purchase Orders.
- Maintain operational standards aligned with Hospital policies and protocols, adhering to procurement best practices.
- Ensure compliance with procurement regulations and company policies.
- Monitor supplier performance, review new supply chain practices, and develop supply options and contingency plans to avoid stockouts.
- Meet with suppliers to discuss performance metrics and production forecasts.
- Source organizational requirements competitively and develop cost forecasts.
- Monitor market trends, prices, and quality factors affecting supplies.
- Ensure cost-effective spending while maintaining specifications and quality.
- Assist in disposing of obsolete assets through auctions, tenders, or trade-ins to optimize storage space.
- Develop and implement supply chain procedures and systems for efficiency.
- Conduct supplier evaluation, tender evaluation, and vendor database management.
- Ensure integrity, compliance, fairness, accuracy, and openness in procurement processes.
- Monitor, track, and expedite all procurement activities and delivery status of goods/services.
- Maintain effective store management, monitoring expenses charged to appropriate departments.
- Issue RFQs, receive and evaluate purchase requirements.
- Raise, process, and dispatch Local Purchase Orders.
- Follow up on issued and overstayed orders, deliveries as required.
- Organize samples, testing, and evaluation of new products.
- Maintain cordial supplier relationships and coordinate vendor disputes.
- Analyze bids received to identify the best response meeting requirements and aligning with Hospital's procurement policy.
- Conduct commercial negotiations.
- Proactively update on stockouts, oversee stock levels and logistics, and monitor price changes.
- Contribute to developing and creating procurement procedures and practices as needed.
- Perform additional duties as assigned.
