Evaluation Specialist Job Description

Under the overall guidance of the Director of Evaluation and the supervision of the Senior Evaluation Specialist Humanitarian Evaluation portfolio the Evaluation Specialist Humanitarian P4 is responsible for supporting the evaluation of L3 responses within the broader humanitarian portfolio of the Evaluation Office.

Given that the Organization features actively in the inter-agency arena of humanitarian action working with partners and serving as lead or co-lead agency in more sectoral clusters than any other agency the Evaluation Specialist will be also represent UNICEF in the Management Group of one or IAHE.

Given the pivotal role that evaluation plays in assessing UNICEF's humanitarian work in L3 L2 and L1 settings the Evaluation Specialist will contribute to answer as objectively systematically and impartially as possible whether UNICEF is achieving results in humanitarian action and why or why not so that the Organization can improve its response in L3 emergencies.

The role of the Evaluation Specialist-Humanitarian will be especially critical for measuring the outcomes of UNICEF's investments in L3 responses particularly in those clusters and sectors where UNICEF has taken a global leadership role.

Manage and provide oversight of the individual humanitarian evaluations and other humanitarian evaluative exercises in line with the key normative standards guiding UNICEF's evaluation function">Manage directly and/or support managing corporate-level thematic evaluations that cover emergency preparedness humanitarian response early recovery rehabilitation reconstruction and transition to development and country/regional specific Level 3 emergencies that are impartial independent credible and that meet professional standards">Provide technical support to regional and country offices undertaking L2 and L1 humanitarian evaluations">Support Inter-agency Humanitarian Evaluations in L3 contexts">Lead and support efforts on humanitarian themes complementary to discrete evaluations">Contribute actively and positively to the ongoing strengthening of the EO and the UNICEF Evaluation function more broadly and the evaluation ecosystem within and beyond the UN systems">

Work Experience A minimum of eight 8 years of professional experience in humanitarian evaluation with knowledge of inter-agency evaluations is required.

Language Requirements Fluency in English is required Knowledge of other official UN languages is an asset Arabic Chinese French Russian Spanish
