Organizational Context
Africa continues to bear the highest caseload of humanitarian response operations globally, with a steady increase in the frequency and magnitude of disasters, crises, disease outbreaks, conflicts, and other complex emergencies. In response, African National Red Cross and Red Crescent Societies (NSs) mobilize significant numbers of volunteers and staff, often supported by IFRC Rapid Response (Surge) personnel drawn from across the Movement.
Over the past five years, African NSs have received over 648 Surge deployments, including 91 in operational leadership roles. However, only 42 of these deployments were from African NSs, and just 10% were women. The Africa Regional Rapid Response (Surge) roster reflects a broader gender imbalance, with only 24.7% female representation among its 877 members. This gender disparity undermines the inclusivity, accountability, and quality of humanitarian responses.
Beyond the Surge system, female leadership remains underrepresented across governance, management, and operational branches within African NSs. Structural and cultural barriers continue to limit women's leadership development and visibility in humanitarian action. Recognizing this, the 10th Pan-African Conference of the Red Cross and Red Crescent (September 2023) prioritized female leadership development in the Nairobi Plan of Action, committing to fostering inclusive leadership at all levels.
Job Purpose
To design, prepare, and facilitate a blended leadership development program that addresses the dual gaps of gender imbalance in Surge deployments and underrepresentation of African women in broader humanitarian leadership.
