CFA (Open to Internal Candidates Only): Consultant (BLMA Implementation)

Project Context and Scope

With support from the Foreign, Commonwealth and Development Office (FCDO)  under the Better Regional Migration Management Program (BRMM),  IOM is commissioning an independent assessment to evaluate the implementation of the Bilateral Labour Migration Agreements (BLMAs) signed between the Government of the Republic of Kenya and the United Kingdom of Great Britain and Northern Ireland for collaboration on healthcare workforce, and the Government of the Republic of Kenya and the Government of the Kingdom of Saudi Arabia on recruitment of domestic workers. 

The assessment aims to:

• Review to what extent the provisions in the two (2) signed agreements have been implemented.
• Evaluate coordination between Kenya and the two partner countries in managing labour migration.
• Understand the experiences of the Kenyan migrant workers deployed under the two (2) agreements.
• Identify gaps, challenges, good practices, and provide actionable recommendations to improve the implementation of the BLMAs.

This assessment will contribute to evidence-based improvements in bilateral labour cooperation, migrant worker protection and welfare, ethical recruitment, and reintegration planning.

3. Organizational Department / Unit to which the Consultant is Contributing

This assignment falls under the Labour Mobility Division (LMD) at IOM Kenya, particularly under the (BRMM) Programme. Under the overall guidance of the Chief of Mission and direct supervision of the Project Manager, and coordination with the National Programme Officer, the LMD team will  work closely with the Ministry of Labour and Social Protection, National Employment Authority (NEA),  National Industrial Training Authority (NITA), Ministry of Foreign and Diaspora Affairs, Ministry of Health, Nursing Council of Kenya, Foreign missions of the United Kingdom and Saudi Arabia in Kenya, Licensed Private Recruitment Agencies, and any other relevant stakeholders involved.

Category A Consultant: Responsibility

The consultant will be responsible for: 

• Inception Report & Work Plan

Submit a detailed inception report with methodology, stakeholder mapping, data collection tools, and a workplan.

• Document Review & Desk Analysis

Analyze the contents in the BLMA and related implementation frameworks, standard operating procedures (SOPs) , Memorandum of Understandings (MoUs), and government circulars; Review relevant IOM and partner reports, migration statistics, and audit reports.

• Stakeholder Consultations and data collection

Conduct key informant interviews and focus group discussions with:

1. Government officials (Kenya, UK, Saudi Arabia)
2. Private Recruitment  Agencies
3. Migrant workers (current and returnees)
4. Civil society organizations and trade unions
5. Employers Federation 
6. Technical, Vocational Education and Training (TVET)
7. Diaspora associations

• Analysis & Validation

1. Analyze data using qualitative and quantitative methods.
2. Hold a stakeholder validation workshop to review findings and recommendations.

• Final Report and Policy Briefs

1. Submit a comprehensive final report detailing the findings, gaps, good practices, and practical recommendations.
2. Prepare two policy briefs (one per BLMA) summarizing key insights.

• Performance Indicators for Evaluation of Results

1. Delivery of an approved inception report and workplan within the first two weeks.
2. Completion of at  KIIs and FGDs across relevant stakeholders.
3. Development of survey and interview tools aligned with IOM standards.
4. Delivery of a validation workshop and integration of feedback.
5. Submission of high-quality final report and two policy briefs in line with agreed timelines.

Education, Experience, and/or Skills Required

• Master's degree in Migration Studies, International Relations, Labour Studies, Development Studies, Economics and Public Policy, or related fields.
• At least 10 years of relevant experience conducting labour migration assessments, international labour standards implementation, or bilateral labour cooperation evaluations.
• Familiarity with Kenya's labour migration context, and bilateral labour migration agreements.
• Demonstrated ability to manage and execute complex assessments with multi-stakeholder involvement.
• Strong writing, research, data collection, and analysis skills, including the use of both qualitative and quantitative methods.
• Fluency in English and Swahili; knowledge of Arabic is an asset.

Travel Requirements

The LMD team may be required to travel within Kenya subject to (security, and health considerations) for data collection or validation workshops. Domestic travel will be necessary to engage with county officials, returnees, and local CSOs.
