The Monitoring & Evaluation (M&E) Manager will leadthe establishment and management of a robust Monitoring, Evaluation, andLearning (MEL) function. This role is primarily technical, focusing on thedesign and implementation of systems, tools, and frameworks that ensurehigh -quality, credible data collection, analysis, and use. The M&E Managerwill ensure methodological rigor, build institutional capacity in MEL, andprovide leadership in generating evidence to inform decision -making, improveprogram quality, and demonstrate impact. Key Responsibilities a) MEL System Design & Delivery –70%1. MEL Framework Development &Implementation· Designand maintain MEL frameworks, logframes, theories of change, and performanceindicators across all programs.· Ensureframeworks align with donor requirements, internal strategy, and internationalbest practices.· Establishand institutionalize rigorous systems for outcome tracking, operationalfeedback, and real -time monitoring.2. Data Collection, Management & QualityAssurance· Leadthe development and use of standardized data collection protocols, tools, anddigital platforms.· Trainand mentor staff and partners on rigorous data collection and managementpractices.· Implementregular quality assurance checks, audits, and verification processes to ensuredata credibility.3. Data Analysis & Evidence Generation· Leadquantitative and qualitative data analysis to produce actionable insights.· Developinternal dashboards and performance trackers to support decision -making.· Translateevidence into strategic inputs for program adaptation, scale -up, andfundraising.4. Technical Leadership & CapacityBuilding· Providetechnical guidance on evaluation design, sampling, and methodological rigor.· Buildthe capacity of teams to apply evidence -based approaches in program design anddelivery.· Institutionalizea culture of data -driven learning across the organization.b) Reporting, Donor Engagement &Collaboration – 20%· Contributerobust evidence and technical inputs to donor reports and funding proposals.· Packagedata -driven insights into presentations, briefs, and reports tailored fordonors, partners, and external stakeholders.· Liaisewith external evaluators and researchers during baseline, midline, and endlinestudies.· Collaboratewith Communications and Opps teams to transform MEL outputs into human -centeredcase studies and narratives.c) Learning & Adaptive Management– 10%· Leadstructured reflection and learning sessions with program teams to assess performanceand lessons learned.· Documentand disseminate best practices, successes, and challenges to strengthen programdesign and delivery.· Facilitateadaptive management processes that integrate evidence into strategic planningand decision -making. Requirements5–8 years of progressive experience inMonitoring & Evaluation, Learning, or Research within:International NGOs ordevelopment agencies (e.g., USAID, GIZ, FCDO projects)Government programsor donor -funded projectsSocial enterprises,agriculture, or digital development contextsProvenexperience in:Designing andoperationalizing MEL frameworks and theories of changeManaging datacollection teams, digital tools (ODK, KoboToolbox, CommCare, DHIS2, Power BI,etc.)Quantitative andqualitative data analysisProducing donorreports and technical briefsThe role is eligible for both Kenyanand Ghanaian candidates.
