GIZ, the German Gesellschaft für Internationale Zusammenarbeit GmbH, provides services in the field of international technical cooperation worldwide. In Kenya, it has been active since 1964, and up to now implements programs in a wide variety of areas, including economic development, green energy and water, governance, food security, and peace and security. The German Federal Ministry for Economic Cooperation and Development (BMZ) is GIZ’s main commissioning party. However, GIZ as well works closely with the private sector, fostering successful interaction between development policy and foreign trade.
JOB SUMMARY
The Admin and Finance Cluster started in January 2022 as a result of a thorough change management process within the Somalia Portfolio. The aim was to cluster team of experts (bundling of resources) who provide support to the portfolio in all administrative and financial tasks and responsibilities. The team consists of Procurement specialists, Events and logistics specialists, Finance specialists and Finance Managers throughout 7 duty stations within Somalia and in Nairobi. The team is clustered geographically under the supervision of 3 senior finance managers in Somaliland, Nairobi and Somalia (comprising of Kismayo, Baidoa, Garowe, Mogadishu). The administrative and financial services for the duty stations in Somalia as well as our colleagues in Nairobi working for Somalia are provided through a tandem formed by colleagues within the duty stations and a team in Nairobi. Due to an increased demand of tasks and responsibilities for theNairobi cluster an additional procurement specialist is required. The procurement specialist will be part of the Nairobi team and will support all aforementioned duty stations in Somalia.
RESPONSIBILITIES
A. ResponsibilitiesThe Procurement Specialist is responsible for:A transparent and well-organized tendering process for procurement of goods and contracts within the project threshold according to GIZ P+R.A professional procurement process for both goods and contractsAdherence to GIZ’s procurement procedures and rules Additional tasks and responsibilities within the department Cooperation and teamwork with the procurement team in Nairobi and in other duty stationsIn this context, the Procurement Specialists fulfilsthe following tasks:B. Tasks1. Corescope of tasksThe Procurement Specialist will:Review and oversee the tendering process for four duty stations (Baidoa, Garowe, Kismayo and Mogadishu) within the portfolio (local and international procurements through Country Office and/or Head Office).draft contractual agreements for proposed procurements and review terms and conditions.apply principles of technical and economic evaluation and use these as a basis to provide advice to various stakeholders within the portfolio.Advise & guide projects on P+R guidelines regarding aspects of procurement where possible provide recommendations according to P+R.Professionallymanage confidential information.Possess organizational skills and can manage multiple requests with shifting deadlines.Exemplify a strong attention to detail.Monitor and update projects monthly regarding status of requests.Coordinate effectively with colleagues in the portfolio and Country Office.Deputize other procurement specialists in the team2. Otherduties/additional tasksThe Procurement Specialist will:Carry out market research for certain procurements as per project’sneeds.Ensure that all documents (internal and external) are accurate and well maintained. Ensure that invoices are transferred to the Finance department within the required timelines.Maintain and update the filing system for all procurement files according to GIZ procedures and cooperate closely with the records managers.Cooperate with all divisions of the Admin-and Finance Cluster andparticipates in meetings of the same Maintain the inventory of several projects.C. Required qualifications, competences, and experience.Qualifications Degree in Business Administration and/orsimilar field or equal by experience. Professional experienceAt least 3 years of professional working experience in administration Other knowledge, additional competencesKnowledge of GIZ instruments and procedures(Procurement of goods/International procurement).Good understanding of financial planning andaccounting Stronginterpersonal communication skills Excellent knowledge of Computer applications (e.g., MSOffice other related IT software application, phone, fax, e-mail, the internet)Good WorkethicsComfortable working as part of a multidimensional teamVery good English language skills, written and oral. Willingness to upgrade his/her skill as required bythe tasks to be performed – corresponding measures to be agreed with management.
