Duties and Responsibilities
- Coordinate the development, implementation, and review of policies, strategies, legislations, guidelines, frameworks, norms, tools, regulations, plans, and standards on referral services, including patients and specimens, national referral facilities and centers of excellence, and health tourism
- Lead capacity development and technical assistance initiatives for Ministries, Departments, Counties, and other Government Agencies on referral services, emergency services, and health tourism
- Facilitate technical support to ministries, departments, counties, and other government agencies on referral services, emergency services, and health tourism
- Coordinate the development, implementation, and review of the Health Tourism Framework
- Coordinate designing and development of regional centers of excellence for specialized services to improve care and promote medical tourism
- Establish linkages with stakeholders in response to national and county health emergencies and disasters
- Collaborate with training institutions to develop and implement curricula in emergency medical care
- Coordinate health surveys and monitor health trends for national health referral and emergency services
- Initiate projects and programmes for national health referral and emergency services
- Lead Business Process Re-engineering for national health referral and emergency services
- Provide guidance in determining national health referral and emergency services data variables
- Disseminate national health-related data, reports, and knowledge information for national health referral and emergency services
- Conduct health research and innovation activities in collaboration with the relevant directorate
- Identify health resource gaps in national health referral and emergency services
- Mobilize resources for national health referral and emergency services
- Oversee the implementation of projects and programmes for health-related infrastructure, products, and technologies for national health referral and emergency services
- Help set criteria for the classification of health facilities categorization for curative services
Requirements:
- Minimum 3 years of experience at the grade of Deputy Director- Medical Services CSG '6' or in a comparable position
- Bachelor's Degree in Medicine and Surgery, Dental Surgery, Clinical Medicine, Nursing, or equivalent qualification
- Master's Degree in Medicine, Anaesthesia, Cardiothoracic Surgery, General Surgery, Internal Medicine, Emergency Medicine, Neurosurgery, or related field
- Registered and licensed by a recognized regulatory body
- Membership to a relevant professional body
- Demonstrated managerial, administrative, and professional competencies
