Job Summary

To fulfill this mandate, MCRB is seeking to recruit a motivated, qualified, experienced, self- driven professional and results-oriented visionary leader with a strong commitment to MCRB's mandate to fill the role of the Chief Executive Officer.

The Chief Executive Officer will be the Board's accounting officer overseeing the day-to-day implementation of the Board's Mandate, is the principal Board's spokesperson, executes and communicates the Board's strategies and decisions.

The Chief Executive Officer is tasked with reporting to the Board of Directors, and the successful candidate is expected to implement the Board's Strategic Vision and Mandate.


As the Vision bearer, the Chief Executive Officer shall lead, co- ordinate and motivate the staff of MCRB, be innovative and spearhead the Board's change management while ensuring operational efficiency, service delivery and performance.

Working with the Board, the Chief Executive Officer shall be the face of the Board, collaborate, engage and network with various stakeholders and mobilize resources while demonstrating prudent resource and project management.

Key Duties and Responsibilities

In consultation with the Board, be responsible for the day-to-day management and direction of the affairs and transactions of the Board, the exercise, discharge and performance of its objectives, functions and duties and the general administration of the Board;
Overseeing the design, implementation and monitoring of the Revenue board strategy and action plans;
Implementation and monitoring of the board performance management system;
Building capacity and overall management of the Board employees; Promotion of natural values and principles of good governance as outlined in articles 10 and 232 of the government of Kenya;
Strategy formulation, development, Implementation and review of policies, plans and budget;
Be responsible for the execution and communication of the Board's strategies, decisions and policies;

Oversee the board planning, implementation and monitoring of all the assessment and collection of revenue, for the administration and enforcement of laws relating to revenue within the county and to provide for connected purposes.

Promote sound corporate governance and ethical standards;
Ensure the Board complies with all statutory, legal, social and regulatory requirements in the execution of its business strategies; and
Ensure sound financial management practices by the board with a financial reporting system that is real time and integrated with operational system while establishing and maintaining proper internal controls; and
Undertake any other function as may from time to time be assigned by the board.

Eligibility Criteria
To be eligible for appointment persons shall meet the following requirements:

Be a holder of a degree and masters in finance, accounting, economics, business, law or related field from a recognized university;
Have had experience in management in the relevant field for a period of not less than five (5) years;
Good knowledge and understanding of the public sector operations, public sector, national and county revenue systems.
Experience in policy development, government of Kenya revenue and accounting systems and public procurement and disposal law.
Training in senior management course (SMC) and strategic leadership development program (SDLP) will be an added advantage.
Must fulfill the leadership and integrity criteria under the Constitution Chapter 6 and attach the following documents not older than 12 months at the date of submission:

Certificate of Good Conduct from Directorate of Criminal investigations (DCI)
Clearance Certificate from accredited Credit Reference Bureau (CRB)
Clearance Certificate from Higher Education Loans Board (HELB)
Valid Tax Compliance Certificate from Kenya Revenue Authority (KRA)
Clearance Certificate from Ethics and Anti-Corruption Commission (EACC)

Have good interpersonal, negotiations and high leadership qualities.

Terms of service and remuneration MCRB offers a competitive remuneration package in line with public service guidelines.

The position of the Chief Executive Officer (CEO) will be on a Three (3) year contract renewable once, based on delivery of set performance targets and evaluation by the Board of Directors.
