**Job Summary**

We are seeking a highly skilled Chief Regional Financial Management Coordinator to lead our team in conducting fiduciary diagnostic work, operational support missions, and technical support activities to improve borrowers' financial management systems within the East Africa Region. As a key member of our Senior Vice-Presidency team, you will provide technical guidance, oversee review processes, and ensure compliance with the Bank's audit and other FM requirements.

**Key Responsibilities**

  • Provide technical guidance at Country Offices on financial management activities of projects and programs, ensuring adherence to the Bank's policies and guidelines throughout the project life cycle.
  • Take a proactive role in assessing the adequacy of Borrower's project financial management systems and their ability to manage and monitor Bank-financed projects.
  • Undertake Country Fiduciary Risk Assessment during preparation of Country Strategy Paper or appraisal stage for consideration in eligibility criteria for use of Country Public Financial Management Systems.
  • Oversee review of and provision of comments on financial management aspects of assigned projects and programs, ensuring consistency and enhancing quality from the financial management perspective.
  • Attend negotiations and ensure FM issues are appropriately taken into account in financing agreements and associated documentations.
  • Participate in project/program launching missions to assist project/program teams and build capacity of executing agencies in financial management.

**Requirements**

  • A minimum of a Master's degree in accounting, finance, business administration, economics, or a related discipline, accompanied by a professional accounting certification.
  • At least seven years of relevant experience, preferably with a donor organization working on public sector financial management.
  • Knowledge of International Financial Reporting Standards, International Public Sector Accounting Standards, and International Standards on Auditing.
  • Sound knowledge of the African Development Bank's FM Policy and Procedures or other multi-lateral development Banks' FM Policy and Procedures or similar International Financial Institutions.
  • Experience in designing and assessing internal control systems and procedures using internationally accepted control frameworks such as COSO, with the ability to assess such systems and recommend remedial action where necessary.
