Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world's largest humanitarian organization, with a network of 191-member National Societies. The overall aim of the IFRC is "to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies to prevent and alleviate human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world." The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

IFRC is part of the International Red Cross and Red Crescent Movement, together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

IFRC is led by its Secretary General and has its Headquarters in Geneva, Switzerland. The Headquarters is organized into four main Divisions: (i) National Society Development Coordination; (ii) Humanitarian Diplomacy and Digitalization; and (iii) Legal, Governance Support and Accountability (iv) People and Strategy

IFRC has five regional offices in Africa, Asia Pacific, the Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

The Africa Regional office based in Nairobi has fifteen clusters scattered geographically across the regional to strategically support the National Societies.

This position will be based in Nairobi, Kenya.

Job Purpose
The Saving Lives and Livelihoods is a partnership between the Africa CDC and the Mastercard Foundation to

save the lives and livelihoods of millions of people and hasten the economic recovery of Africa by procuring

vaccines for more than 65 million people, supporting the delivery of vaccinations to millions more, and

integrating into and supporting the delivery of routine immunization ensuring the strengthening of public health

systems in Africa." Risk Communication and Community Engagement (RCCE), implemented through the IFRC

network, is one of nine core programmatic pillars of the initiative.

The RCCE intervention is structured around three key outcome areas to promote a systems-based approach,

ensure sustainability, and enable scalability: The outcomes include: 1) strengthened sustainable risk

communication, and community engagement for socio-behavioural change frameworks to promote acceptance

and uptake across the life course immunization system; 2) established harmonized risk communication, and

community engagement for socio-behavioural approaches and tools in adult immunization and 3) established

coordination, partnerships, and engagement between Member States, partners, and other stakeholders at all

levels for collective approaches to RCCE for socio-behavioural change as part of integrated vaccination services

and systems.

To support evidence-informed programming, the consultant will conduct a scoping review of relevant literature

and produce a comprehensive report to guide current and future RCCE interventions.
