2.    PROJECT OVERVIEW

BOMA is currently seeking qualified candidates for Training Officer position for the Changing Lives Project in Kakuma/Kalobeyei.

The Changing Lives Project, funded by the World Food Programme (WFP) and implemented by BOMA, leverages the Rural Entrepreneurship Access Project (REAP) for Refugees model to accelerate household transitions from aid dependency to self-reliance under Kenya's Differentiated Assistance (DA) Framework. Targeting 2,000 participants from Category 3 refugee households in Kakuma and Kalobeyei, the project provides an integrated package of life skills training, business coaching, conditional growth grants and market linkage support to strengthen enterprise capacity, financial literacy and resilience. By aligning with the Kenya DA Transition Framework and national policy instruments such as the Refugee Act of Kenya and SHIRIKA Plan (2024), the project promotes localized economic inclusion and coordinated livelihoods programming through existing structures like the KISEDP and other TWG's. Ultimately, the initiative seeks to enable at least 1,600 households to progress toward Category 4 (self-reliant) status.

3.    JOB SUMMARY

The Training Officer will be responsible for leading capacity development initiatives through comprehensive needs assessments, curriculum design, and delivery of tailored training programs that strengthen the knowledge, skills, and attitudes of both staff and program participants. S/he will spearhead the development, customization, and adaptation of training content and methodologies, ensuring relevance to Changing Lives Project objectives and alignment with organizational goals. This includes designing and facilitating Training of Trainers (ToT), integrating innovative and evidence-based approaches, and embedding new content that enhances performance and drives sustainable outcomes for refugees.

The Training Officer will be responsible for planning, coordinating, and delivering high-quality training programs aimed at improving the skills and entrepreneurship capacities of refugees and enhance their resilience to transition from one category upwards to the next level in a sustainable way. The role requires a strong background in adult learning, entrepreneurship, refugee programming and experience working in humanitarian or refugee contexts. The Officer will ensure that training interventions are market-relevant, inclusive, and aligned with the project's goal of promoting sustainable livelihoods and economic opportunities. The Training Officer will ensure training is inclusive, addressing the needs of women, youth, and persons with disabilities. S/he will integrate digital tools to enhance learning and work closely with MEAL and BDS teams to align training with project KPIs. The officer will also support the development of participants' soft skills and mentor staff and trainers to ensure sustainability and replication of learning outcomes.

The role will also contribute to monitoring, evaluation, and learning (MEL) by developing and applying tools that assess training quality, effectiveness, and impact, providing data-driven insights to inform continuous improvement. The Training Officer will bring technical expertise in REAP graduation model, agri-related value chains, ensuring that staff and participants are equipped with the practical skills and market-relevant knowledge required to unlock enterprise development and diversification opportunities, strengthen value chain participation, increase income and achieve long-term livelihood resilience.

4. DUTIES AND RESPONSIBILITIES 

4.1 Consistently build the capacity of the implementing team and stakeholders using adult learning Trainer of Trainers approach to effectively deliver and implement the Project. 

4.2 Adapt training materials to local context, literacy levels and DA Category 3 to 4 transition needs, ensuring alignment with CLP objectives. 

4.3 Coordinate training venues, schedules, materials and mobilization in collaboration with the Field Officers. 

4.4 Engage with local authorities, NGOs, and community groups to coordinate training interventions and ensure alignment with community priorities and self reliance initiatives. 

4.5 Pilot innovative training methods and tools, including digital solutions, to improve learning outcomes. 

4.6 Ensure compliance with safeguarding and organizational protection focused/related policies.  

4.7 Conduct monitoring and evaluation of training effectiveness and apply findings to continuously improve program delivery. 

4.8 Lead in developing adaptation of BOMA's REAP model curriculum development to align with the program objectives unlocking opportunities for refugees to thrive and enhance self -reliance. 

4.9 Conduct participant capacity needs assessment to inform design of training based on competencies and identified needs.

4.10 Leverage on market assessment recommendations and differentiated assistance frameworks to customize training content

4.11 Conduct regular follow-ups to track trainee progress and provide on-the-job support when applicable.

4.12 Participate in quarterly field spot checks to measure training quality, delivery and application in business, VSLA, Cooperatives and linkage activities.  

4.13 Collaborate with staff and mission partners to co-design related mandatory training materials and deliver them to the project staff and stakeholders.

4.14 Work with project and field-based teams to ensure the quality of the training materials/guidelines/manuals and other reference documents are gender responsive 

4.15 Facilitate to develop, document and disseminate appropriate case studies and knowledge products regarding capacity building outcome and impact.

4.16 Maintain database of all training sessions completed, submit training reports at the end of every training and periodic progress report as required

4.17 Prepare quarterly and yearly training plans and inputs on Project periodic reports

4.18 Document and track training outcomes through post-tests, evaluations, and other feedback and accountability mechanisms to inform continuous improvement.

4.19 Maintain an organized digital (SharePoint) and hard copy directory of training/learning materials, curricula, content etc

5. MINIMUM REQUIRED PROFESSIONAL QUALIFICATIONS AND EXPERIENCE:

5.1 Degree in Bachelors of Education/ Adult Education, Entrepreneurship, Social Sciences, Community Development

5.2 Certificate in Training of Trainers (TOT)

5.3 At least three (3) years of training and business coaching experience, with preference for adult education, entrepreneurship, business development support (BDS), business coaching, agi-related value chain support, refugee programming work in Kakuma and Kalobeyei.

5.4 Experience mentoring trainers and providing coaching support in refugee settlement

5.5 Familiarity with livelihoods programming, market systems, enterprise development, and monitoring training outcomes is highly desirable 

6. REQUIRED QUALIFICATIONS & COMPETENCIES:

6.1 Commitment to the mission of BOMA.

6.2 Must demonstrate excellent oral and written communication skills in English. 

6.3 Proven expertise in delivering collaborative and engaging training that responds to learning needs of individuals, teams, and/or partners.

6.4 Experience working in Graduation, livelihood or Economic Inclusion programming.

6.5 Experience with refugees, agribusiness, climate change, savings groups, and/or market systems and access to finance programs is an added advantage.

6.6 Ability to work respectfully and maintain productive relationships with people from diverse cultural backgrounds. Culturally sensitive, able to work effectively with diverse refugee populations. 

6.7 Creative thinker with proven examples of using inventive local materials and/or limited resources to design and deliver effective trainings and/or behavior change activities

6.8 Results oriented, with the ability to identify problems, design interventions and oversee their implementation.

6.9 Excellent teamwork, communication, and interpersonal skills.

6.10 Strong digital literacy, including use of Microsoft 365, Salesforce, and mobile learning tools. 

6.11 Excellent time management skills, ability to multitask with competing priorities and meet deadlines.

6.12 Ability to work under pressure in a fast-paced environment.

6.13 Demonstrated analytical skills to interpret training evaluations and adapt interventions for improved outcomes. 

6.14 Ability to problem-solve in dynamic and challenging environments. 

6.15 Ability to continuously learn, innovate, and apply new training methodologies.
