About the Program:
African cities are set to double their population to 1.5 billion by 2050, yet infrastructure and services lag, particularly in informal settlements lacking safe, affordable essentials. Over half of sub-Saharan Africa's city residents face unsafe air pollution levels, while many coastal and riverine cities risk severe flooding. Urban areas produce 70% of global greenhouse gas emissions, worsening heatwaves and droughts.
With three-quarters of 2050 infrastructure yet to be built, there is a vital opportunity to embed low-carbon, climate-resilient, and inclusive planning. WRI Africa, through the Ross Center for Sustainable Cities, works to improve urban quality of life, ensure equitable access to services, and support climate neutrality by 2050.
Our focus areas include creating livable neighbourhoods with clean air, green spaces, and safe transport, and building resilient water systems through nature-based solutions. In Kenya, the "Electrifying Two- and Three-Wheelers" project will cut transport emissions, create green jobs, and scale e-mobility adoption in peri-urban and rural areas.
Job Highlight:
You will work with the project team to support the design and implementation of a comprehensive MEL framework to track progress, measure impact, and support adaptive management of a national electric mobility (e-mobility) project focused on two- and three-wheelers. You will ensure robust monitoring and reporting of outcomes related to greenhouse gas (GHG) emissions reductions, green job creation, climate finance mobilization, energy cost savings, and systems transformation. You will integrate equity into your work.
You will work closely with the WRI Ross Center Electric Mobility team and WRI Africa the national project team, implementation partners, and an international MEL expert to align country-level MEL with the project's overall theory of change. You will report to WRI Africa's PMEL Manager, with a dotted line to the Project Manager Electrifying Kenya's Two- and Three-Wheelers Project.
As a member of WRI's broader PMEL team you will collaborate with other PMEL professions in contributing to institutional MEL learning and quality improvement across the organization.
What you will do:
MEL System Design and Implementation (40%):
- Develop and maintain a comprehensive MEL framework aligned with project indicators and targets, including: GHG emissions reductions, green jobs disaggregated by gender, public and private climate finance mobilized, energy cost savings, policy and market transformation outcomes
- Specifically, lead the development and refinement of a GHG-focused MEL framework, aligned with IPCC guidelines, GHG Protocol, and relevant donor requirements
- Establish and update robust methodologies to track direct and indirect emissions reductions
- Develop and implement MEL plans that ensure data integrity, timeliness, and alignment with donor requirements
- Lead the development of primary data collection tools (e.g., surveys, interview guides) and support implementation through training, mentoring partners, and developing sampling strategies
Monitoring and Performance Management (30%):
- Regularly track progress against outputs, outcomes, and impact indicators
- Lead or support primary data collection, cleaning, analysis, and interpretation
- Guide project staff in reviewing monitoring results and identifying interventions to improve impact delivery
- Ensure consistent data collection protocols among project partners and provide MEL training where needed
- Coordinate with external evaluation consultants during midterm or final evaluations
Reporting, Communication, and Learning (20%):
- Prepare quarterly and annual MEL reports for internal and donor reporting
- Lead the drafting, reporting and verification of direct and indirect GHG emissions reductions for incorporation in reports
- Draft MEL sections for annual, semi annual funder reports and respond to MEL-related data requests
- Align GHG reporting with other key MEL indicators, including green jobs created, and climate finance mobilized
- Translate complex findings into clear, actionable insights and messages for diverse stakeholders
- Document and share lessons learned, case studies, and success stories to support project learning and scaling
Institutional MEL Support (10%):
- Support collaboration with the Global Managing for Results (MfR) team to enhance MEL practices across the organization
- Participate in the internal MEL Community of Practice
- Keep the Project Manager informed of MEL status and emerging data or reporting issues.
What you will need:
- Education: You have a completed bachelor's degree in Monitoring & Evaluation, Environmental Science, Economics, Statistics, Development Studies, or a related field
- Experience: You have 3+ years full-time relevant work experience including in results-based MEL in climate change, energy, transport, or development programs.
- Experience with quantitative analysis, particularly GHG emissions tracking, job creation metrics, and climate finance
- Proven familiarity with GHG accounting methodologies (e.g., IPCC, GHG Protocol, ISO 14064)
- Proven experience designing MEL systems, including theories of change, data tools, and indicator tracking
- Experience in report writing and results dissemination
- Experience working with government stakeholders, donors, or implementation partners
- Experience working collaboratively with different colleagues in teams based around the world and encouraging knowledge sharing
- Knowledge of or experience in e-mobility, sustainable transport, or energy access projects
- Familiarity with gender-sensitive MEL approaches and inclusive data practices
- Proficiency in statistical or data visualization tools
- Demonstrable understanding of donor-funded project requirements, especially from international climate finance mechanisms (e.g., GCF, GEF, bilateral donors)
- Experience of working in coalitions and other collaborative partnership models is desirable
- Languages: You are proficient in English, proficiency in French is a plus
- Requirements: Existing work authorization is required where this position is based. WRI is unable to authorize visa work authorization.
