The East and Southern Africa Region (ESAR) is arguably one of the most vulnerable regions in the world to the impacts of climate change. The region has suffered a 7-fold increase in serious environmental problems exacerbated by climate change since 1980.

These are documented in the UNICEF (2021) report The Climate Crisis: Climate Change Impacts, Trends and Vulnerabilities of Children in Sub Saharan Africa.

Challenging climatic conditions in the ESAR have compounded environmental degradation and contributed to the increased displacement and migration with 86 million internal climate migrants recorded in the ESAR.

Climate trends indicate sustained increases in scale and frequency of extreme events, which make early warning difficult and require enhanced adaptability.

Comoros is highly susceptible to climate change and its population, particularly women and children, are exposed to climate and environmental hazards, including coastal flooding, tropical cyclones, water scarcity, and vector-borne diseases.

In addition to risks to climate-related hazards, volcanic hazards and associated seismic activity resulting in earthquakes/tremors are also prevalent.

The last three decades in Zimbabwe have seen increased variability in the seasonal distribution of rainfall, increased incidences of intense rainfall interspaced by long dry spells, late onset, and early cessation of rains, increasing frequency and severity of droughts and floods, and increasing average temperatures.

Zimbabwe is currently experiencing an El Niño, impacts of which will continue into 2025, exacerbating extreme weather and climate-events, like heatwaves, droughts, and floods.

**Job Summary**

Under the direct supervision of the Regional Advisor Climate, Energy and Environment, the Programme Specialist will provide support for programme planning, implementation, monitoring and evaluation, and reporting.

The incumbent will also play a role in coordinating with RO sectors, including programmes and Partnerships, with other country offices, and relevant Korean institutes as appropriate, as well as with embassies in programme countries and KOICA HQs periodically.

**Key Responsibilities**

1. **Programme Planning and Implementation**:
    Provide technical support as necessary to the process of developing, implementing, and monitoring programme work plans across two countries.
    Support the coordination of programme implementation across all countries, ensuring that standardized procedures are used to provide optimum efficiency and efficacy.

2. **Programme Performance Monitoring and Reporting**:
    Actively monitor programme progress and exchange information with partners and stakeholders to assess progress, identify bottlenecks, and support timely decision-making to resolve issues.
    In coordination with stakeholders, support the collection of key programme indicators to inform programme annual and mid-year review and planning.

3. **Data and Evidence Generation**:
    Support key studies on climate change impacts on children, environmental hazards, and disaster risk reduction strategies relevant to KOICA-supported programmes.
    In coordination with key partners and relevant Korean organizations, gather and analyze region-specific data to inform programming and reporting.

4. **Evaluation and Assessments**:
    Collaborate with Bangkok-based PM&E Advisers and Regional Advisors for overall coordination of priority research, monitoring, and evaluation activities.
    Identify and document lessons-learned and use the knowledge gained to improve programme implementation.

5. **Technical Support**:
    Provide technical and operational support to staff in climate, energy, and environment-related KOICA-supported programmes.
    Assist in developing complementary Sustainability and Climate Resilience strategies.

**Required Skills and Qualifications**

An advanced university degree in climate change, environmental science, engineering, disaster management, international development, international relations, government, public administration, public policy, social policy, or other relevant disciplines is required.

At least five years of relevant work experience in areas related to sustainability, international development, disaster management, environmental issues, public policy, social policy, and children's health and wellbeing is required.

Specific experience in policy/advocacy/programming, implementation, monitoring, review, and evaluation related to climate change, environment, or disaster risk reduction is required, preferably in a developing country context.

Understanding of programme planning, monitoring, and evaluation is also required.

Knowledge and experience in climate, environment, and DRR impacts, renewable energy, climate adaptation and mitigation solutions, climate finance, and proposal development are desirable.

Experience with PM&E and/or knowledge management activities, including data capture, analysis, presentation, and communication, preparing documents for various target audiences, and online learning are desirable.

Experience working with KOICA (Korea International Cooperation Agency) or KOICA-funded programmes directly or indirectly, as well as knowledge of Korean culture, working style, and language are advantages.
