About the Role

We are seeking an experienced Evaluation Specialist to join our team at the United Nations Population Fund. As an Evaluation Advisor in our Independent Evaluation Office, you will play a critical role in managing centralized evaluations and providing leadership in specific functional or thematic areas.

Key Responsibilities

  • Conduct and/or manage credible, independent corporate evaluations of UNFPA's programming and processes to international professional standards.
  • Lead and manage different types of corporate evaluations, including thematic, programmatic, institutional, and joint evaluations, as well as other evaluative exercises relevant to UNFPA's mandate.
  • Develop terms of reference and budget, select and contract individuals or firms, constitute and chair evaluation reference groups, contribute substantially to the development of the scope, approach, and methodology of evaluations, quality assure and pre-approve all evaluation deliverables, and prepare a dissemination plan for all exercises.
  • Ensure that evaluations meet high professional standards in line with the UNFPA Evaluation Policy (2024) and UNEG Norms & Standards.
  • Closely liaise with other UNFPA units or external partners when conducting evaluations to ensure a high degree of utility.
  • Keep abreast of developments and innovations in evaluation and ensure that relevant evaluation techniques and approaches are applied in the conduct of evaluative exercises.

About You

To be successful in this role, you will have at least 10 years of experience in managing complex evaluations in the areas of gender, health, and/or population dynamics, as well as UNFPA's other core programming areas. You will also have demonstrable experience in managing and conducting different types of evaluations in or for UN organizations, other multi-lateral or bilateral development organizations.

You will be responsible for working collaboratively within the IEO and with external partners and experts, conducting evaluation-related workshops and training courses – both in person and online, and having knowledge of specialized software applied to evaluation. Knowledge of AI applied to evaluation is a strong asset.
