Supporting Climate Resilience in Vulnerable Regions

The East and Southern Africa Region (ESAR) is one of the most vulnerable areas to climate change impacts. We have witnessed a significant increase in environmental problems since 1980, as documented in our report The Climate Crisis: Climate Change Impacts, Trends and Vulnerabilities of Children in Sub Saharan Africa. Climate trends indicate sustained increases in scale and frequency of extreme events, requiring enhanced adaptability. Comoros is highly susceptible to climate change, with its population exposed to various hazards, including coastal flooding, tropical cyclones, water scarcity, and vector-borne diseases. Additionally, volcanic hazards and seismic activity are prevalent.


Role of Programme Specialist

As a Programme Specialist, you will provide support for programme planning, implementation, monitoring, and evaluation, as well as data and evidence generation and technical support for the multisectoral Climate Smart Social Services and Infrastructure Programme. You will also play a role in coordinating with RO sectors, country offices, and relevant Korean institutes, as well as embassies in programme countries and KOICA HQs periodically. A strong coordination role with Korean authorities is expected.


Key Responsibilities:
  1. Provide technical support for developing, implementing, and monitoring programme work plans across two countries.
  2. Coordinate programme implementation across all countries, ensuring standardized procedures for optimum efficiency and efficacy.
  3. Monitor programme progress, exchange information with partners and stakeholders to assess progress, identify bottlenecks, and support timely decision making to resolve issues.
  4. Collect key programme indicators to inform annual and mid-year review and planning, and coordinate with partners to ensure monitoring systems are properly designed and data collection and analysis are coordinated and standardized.
  5. Monitor equity and gender markers, drawing on monitoring and analysis of key programme performance and management indicators aligned with KOICA reporting requirements, and provide input to regular/mandated programme reports.

Requirements:
  • Advanced university degree in climate change, environmental science, engineering, disaster management, international development, international relations, government, public administration, public policy, social policy, or other relevant disciplines.
  • At least 5 years of relevant work experience in sustainability, international development, disaster management, environmental issues, public policy, social policy, and children's health and wellbeing.
  • Specific experience in policy/advocacy/programming, implementation, monitoring, review, and evaluation related to climate change, environment, or disaster risk reduction, preferably in a developing country context.
  • Understanding of programme planning, monitoring, and evaluation.
  • Knowledge and experience in climate, environment, and DRR impacts; renewable energy; climate adaptation and mitigation solutions; climate finance and proposal development; data and evidence generation.
  • Experience with PM&E and/or knowledge management activities, including data capture, analysis, presentation, and communication.
