BOMA is a non-profit organization founded in 2006, with a vision to end extreme poverty in Africa's drylands. We are driven by our mission to provide the people and governments of Africa Drylands with adapted economic inclusion programs that significantly reduce extreme poverty rates and enhance their ability to withstand multiple crises. This is achieved through the BOMA context-adaptive Rural Entrepreneur Access Project (REAP) graduation model designed to economically empower women, youth and refugees by equipping them with the skills, resources and linkages necessary to achieve sustainable livelihoods.
To date, BOMA has transformed the lives of over 1 million women, youth and refugees, focusing on last-mile communities most vulnerable to climate change and systemic shocks. By leveraging a tech-enabled, data-driven, and participant-centered approach, BOMA ensures measurable, scalable, and lasting impact.

2. Project OverviewBOMA is implementing a 5-year project, "Creating Shared Value with Young People in the Livestock Sector (CASHA) Project," designed to transform the livelihoods of 300,000 youth and women across 15 Arid and Semi-Arid Land (ASAL) counties by unlocking opportunities in livestock and agri-related value chains. The project will enhance the competitiveness and inclusivity of these sectors by equipping young women and men with relevant skills, knowledge, and capacities to access dignified employment, establish sustainable enterprises, and participate meaningfully in value chains. Through strengthened market linkages, improved access to finance and investment opportunities, promotion of gender equity, and adoption of climate-smart livestock practices, the program seeks to foster resilient livelihoods while contributing to inclusive economic growth.
The 15 target counties are organized into four clusters: North Eastern Cluster (Mandera, Garissa, Wajir, Tana River, Kitui); Upper Eastern Cluster (Isiolo, Marsabit, Samburu, Laikipia); Lower Eastern Cluster (Kajiado, Makueni, Taita Taveta); and North Rift Cluster (Turkana, West Pokot, Baringo). Within these geographies, CASHA will address systemic challenges such as gender inequality, limited financial inclusion, weak market access, and climate vulnerability. The project will leverage a Challenge Fund, strategic capacity building, and innovative partnerships to ensure that youth and women are empowered as key drivers of transformation in livestock and agri-related systems
3. JOB SUMMARYThe Monitoring Evaluation and Learning (M&E) Officer is a key position for partner and project staff capacity building, data quality assurance, accountability, documentation, research and learning. The position holder will provide support to The BOMA Project (BOMA) team and its partners in design, planning, and execution of monitoring and evaluation activities and the deployment and use of technology tools to ensure quality implementation of programs in accordance with accepted standards, providing essential feedback for learning, accountability and data decision making.
The MEL Officer will be responsible for providing input on CASHA program specific M&E system design and adaptation, defining, and designing technology tools that support the program specific design, program specific capacity building for staff on data analysis, technology and tools, and monitoring and evaluation processes for accountability and program execution integrity, and capturing learning in line with project and organizational learning agendas. Under the overall leadership and direction of BOMA M&E Manager, and in close collaboration with the CASHA consortium and partner staff. The position holder will champion, rigorous measurement of the CASHA project activities, research and learning and outcomes through data and analytics and development of team capacity in monitoring, evaluation, reporting, and learning that is adapted to the program and ensuring effective field-level ownership of activities and data enabled decision making.
4. DUTIES AND RESPONSIBILITIES
4.1 Monitoring Evaluation and Learning
4.1.1 Support in the design and definition of product/ project level M&E processes, related data requirements for quality and outcome measurement.
Definition of data requirements and technology tools for data collection
Testing, training, and launching of the developed tools.
Continuous iteration and improvement of tools to meet the requirements of outcome measurement.
4.1.2 Organize and lead implementation of M&E activities – including but not limited to assessment of project activity execution, evaluation of outcomes achieved, surveys, and routine monitoring - on the assigned portfolio (Product) in line with BOMA standards, policies, and practices, donor requirements, and industry good practices.
4.1.3 Support development and adaptation of monitoring and evaluation SOPs, data collection tools, and reports in line with specific project and partner needs.
4.1.4 Ensure alignment of M&E activities with project objectives and development of monthly, quarterly, and annual work plans.
4.1.5 Perform data quality management strategy and routine data quality assurance for assigned projects.
4.1.6 Support monthly Key Performance Indicator (KPI) analysis and use of data for adaptive management for assigned projects.
4.1.7 Working with the Research and Leaning teams, ensure learning properly accompanies project activities throughout the project cycle.
4.1.8 Support research, evaluations, and other learning initiatives, including development and pursuit of learning agendas, identification and documentation of lessons learned, after action reviews, midterm reviews and final evaluations.
4.1.9 Assist the preparation of case studies and promising practices.
4.2 Reporting
4.2.1 Support BOMA and its partners in the preparation of monthly, quarterly, and/or annual activity reports and verification of reported data.
4.2.2 Ensure timely documentation of M&E activities is completed, reviewed, and submitted in line with BOMA, partner, and donor requirements.
4.3 Technology, Data, and Insight
4.3.1 Champion the use of program data analytics to enable day to day program progress and outcome measurement and overall decision making.
4.3.2 Undertake portfolio level data management and analysis customized/ adapted to the needs of the portfolio.
4.3.3 Champion capacity building, data literacy and adoption of data driven actions within the portfolio you are responsible for
4.3.4 Ensure consistent utilization of the BOMA field systems including Taroworks, Performance Insights and related systems for M&E data submissions. This includes identifying and logging areas of improvement and/or support required and working with IT to ensure resolution.
4.3.5 Where relevant, support partners use their existing ICT4D systems to support project MERL systems and activities.
4.3.6 Collaborate with IT staff and partners to develop and adapt digital data collection tools for use by field staff.
4.3.7 Provide a single point of contact for technology and M&E issue identification, logging, and resolution.
4.3.8 Provide the first level support for both M&E and Technology issues including hardware and software.
4.4 Staff and Partner Training and Capacity Building
4.4.1 Assess the technology and MERL the training needs based on continuous engagements to ensure that emerging needs are taken care of.
4.4.2 Build capacity of partners and BOMA staff to ensure MERL project activities are implemented per guidelines and standards, including use of technology tools used in the management of the project, digital data collection tools and data analytics and quality assurance procedures.
4.4.3 Coordinate MERL-related working relationships with project partners and stakeholders.
4.4.4 Facilitate in-person and remote trainings on MERL to partners and BOMA staff.
4.4.5 Coordinate provision of MERL-related logistical and administrative support to partners and BOMA staff.
5. EDUCATIONAL REQUIREMENTS
5.1 Bachelor of Arts/Science required in Information systems, Business Information Technology statistics, public health, development economics, international development, sociology, business/project management, or similar.
6. MINIMUM REQUIRED EXPERIENCE
6.1 A minimum of three years' experience in a similar position, staff supervision or multi-country projects are a plus.
6.2 Professional working proficiency in English.
6.3 Proficiency in Microsoft desktop technologies, Salesforce, Data analytics and visualization tools and technologies such as Microsoft Power BI, STATA, and digital data collection. Proficiency and interest in data analytics programming languages (Python, SQL, R, JavaScript) will be a definite advantage.
6.4 Superior skills in data analysis, critical thinking, and report writing.
6.5 Demonstrated experience in proactive, results-oriented relationship management and capacity building with partners.
6.6 Attention to detail, accuracy, timeliness in executing assigned responsibilities in a context of competing priorities.
6.7 Proven track record in analyzing complex data and producing reports.
6.8 Proven competency/experience in leveraging technology in development or social entrepreneurship, including promoting adoption of new technologies by others.
6.9 Demonstrated ability and flexibility to work in a multi-cultural team in a hybrid in-person/remote working context.
6.10 Innovative self-starter.
