Job Purpose
The Senior Technical Delivery Lead will be responsible for leading the end-to-end technical delivery of the Health Insurance Policy Administration System development project. This includes driving solution design, leading development, managing technical teams, and ensuring the successful implementation of robust, scalable, and compliant insurance systems. The role combines strong hands-on technical skills with leadership, project delivery oversight, and domain expertise in insurance systems implementation.
Key Responsibilities
Technical Leadership & Solution Design
- Lead the design and development of the Insurance Policy Administration System using DevExpress XAF and .NET technologies /or similar Frameworks.
- Define and enforce technical architecture, development standards, security controls, and integration patterns.
- Oversee system configuration, customization, and extension to support insurance policy, claims, billing, and related modules.
- Lead code reviews, ensure adherence to best practices, and guide developers to produce maintainable, high-quality code.
- Champion best practices to maximize productivity and maintain a clean, scalable architecture.
Project Delivery & Execution
- Develop and manage detailed technical delivery plans, sprint schedules, and release timelines in coordination with the overall project plan.
- Manage day-to-day technical activities and allocate tasks to internal and external development teams.
- Track and report delivery progress, proactively identify risks and issues, and implement mitigation measures.
- Collaborate closely with business analysts, testers, and infrastructure teams to ensure smooth end-to-end delivery.
- Ensure alignment of technical activities with project milestones and business priorities.
Stakeholder Management & Governance
- Serve as the primary technical point of contact for the project — interfacing with business owners, architects, vendors, and ICT leadership.
- Participate in technical team meetings, solution reviews, and sprint demos to provide technical status updates and insights.
- Ensure compliance with enterprise architecture standards, ICT security guidelines, and insurance regulatory requirements.
- Prepare and maintain clear technical documentation, handover notes, and knowledge transfer materials.
Quality Assurance & Operational Readiness
- Ensure thorough unit testing, integration testing, and technical support during UAT and go-live phases.
- Support the establishment of CI/CD pipelines and DevOps processes for continuous delivery.
- Guide post-implementation support setup, including transition to operational support teams and knowledge base creation.
Academic Qualifications
Qualifications, Experience & Skills:
- Bachelor's degree in computer science, Information Technology, Software Engineering, or a related field.
- A Master's degree or relevant professional certifications (e.g., Microsoft Certified: .NET Developer, TOGAF, PMP, Agile) will be an added advantage.
Professional Experience
- Minimum of 6 years of progressive experience in software development and delivery, including at least 3 years in a technical leadership role.
- Strong hands-on experience implementing insurance systems — preferably health or life policy administration, underwriting, claims, and related domains.
- Proven track record delivering complex enterprise solutions end-to-end, ideally within a regulated industry.
- Experience with DevExpress XAF Framework or other rapid application development frameworks is highly desirable.
- Familiarity with Agile delivery, CI/CD pipelines, and DevOps practices.
Technical Skills
- Proficiency in C#, ASP.NET Core, Entity Framework, and related Microsoft development stack.
- Strong knowledge of enterprise development frameworks, UI customization, data modeling, and workflow orchestration.
- Experience integrating systems via APIs, web services, and middleware.
- Solid understanding of application security, performance optimization, and scalable architecture patterns.
- Competence in Azure DevOps (or equivalent) for code management, builds, and deployments.
Soft Skills
- Excellent leadership and team coordination skills.
- Strong problem-solving, analytical, and troubleshooting abilities.
- Effective communication and stakeholder engagement at both technical and executive levels.
