The Commission has a long history dating back to 1954 when the Civil Service Commission was established by the British Colonial Government following the Holmes Commission Report of 1948. Initially, the Civil Service Commission served as an advisory body to the Governor on appointments. After independence in 1963, it was enshrined in the constitution and rebranded as the Public Service Commission. The Independence Constitution initially had Regional PSCs, but these were abolished in 1964 through constitutional amendments. Today, the Public Service Commission stands as the oldest Constitutional Commission with an ever-expanding mandate.
Duties and Responsibilities:
- Overseeing the development and review of health policies through standard processes;
- Coordinating the development and review of policies related to optimizing intergovernmental relations on health;
- Coordinating the identification of national health research priorities and collaborating with key stakeholders, including state and non-state, academic and research institutions;
- Coordinating the maintenance, review, and updating of the Kenya Health and Research Observatory as the national health repository for all research;
- Facilitating activities that require implementation between national and county governments;
- Coordinating the development and maintenance of the Health Policy Information Management System;
- Providing leadership in translating findings from research and health data analyses to enhance evidence-informed decision making;
- Establishing linkages with relevant stakeholders in the health sector;
- Coordinating partners and stakeholders in the management of the Policy and Research for Health Technical Working Group (TWG) and stakeholder fora;
- Spearheading bilateral and multilateral agreements in the health sector;
- Coordinating the review and adoption of relevant MoUs on health services;
- Spearheading capacity building in Ministries, Departments, Counties, and other government agencies on health policy and research;
- Coordinating resource mobilization; and
- Ensuring prudent utilization of resources.
For appointment to this grade, a candidate must have:
- Served for a minimum period of three (3) years at the grade of Deputy Director- Medical Services, CSG '6', or in a comparable and relevant position in the wider public service;
- A Bachelor's Degree in disciplines like Medicine and Surgery, Dentistry, Pharmacy, Health Records and Information Science, Epidemiology, Clinical Medicine, Nursing, Health Policy, Nutrition, or equivalent qualification recognized in Kenya;
- A Master's Degree in fields such as Health Administration, Public Health, Health Informatics, Health Information Systems, Health Management, and others recognized in Kenya;
- Registration and licensing by a recognized regulatory body;
- Membership in a relevant professional body;
- Demonstrated managerial, administrative, and professional competencies; and
- Exhibited a thorough understanding of national goals, policies, objectives in managing family health services function.
