The Public Service Commission: Established in 1954, the Public Service Commission traces its origins back to the British Colonial Government, evolving from the Civil Service Commission established following the Holmes Commission Report of 1948. Initially serving as an advisory body for appointments to the Governor, it was enshrined in the constitution upon independence in 1963, adopting the name Public Service Commission. The Commission, the oldest Constitutional Commission, saw the abolition of Regional PSC's in 1964 through constitutional amendments, while witnessing an expansion of its mandate over the years.
Duties and Responsibilities:
- Coordinate the development, implementation, review, monitoring, and dissemination of policies, strategies, legislations, guidelines, frameworks, norms, tools, regulations, plans, and standards on mental health.
- Lead in governance for mental health at National and County Governments.
- Identify and promote prioritization of strategies for promotion and prevention of mental health and substance use disorders.
- Strengthen mental health systems, including information systems and research.
- Facilitate technical assistance and capacity building in prevention and control of mental health to state and non-state actors in National and County Governments.
- Integrate mental health services within the Kenya Essential Package for Health and national policies.
- Establish, review, and oversee implementation of systems to mitigate mental health challenges, emerging trends, and burden of mental disorders.
- Coordinate the Secretariat for the Kenya Board of Mental Health.
- Provide leadership in collaboration with relevant directorates and stakeholders in coordinating and undertaking health research and innovation and maintain repository.
- Lead Business Process Re-engineering in the division of Mental Health.
Requirements for the Role:
- Minimum of three (3) years' experience at the grade of Deputy Director- Medical Services CSG '6' or relevant position in the wider public service.
- Bachelor's degree in Medicine & Surgery, Clinical Medicine /Higher National Diploma in Clinical Medicine, Nursing, or equivalent qualification from a recognized university in Kenya.
- Masters in Psychiatry, Clinical Psychology, Psychology, or equivalent qualification from a recognized institution.
- Registration and licensing by a recognized regulatory body.
- Membership to a relevant professional body where applicable.
- Demonstrated managerial, administrative, and professional competencies in work performance and results.
