East Africa Cybercrime Baseline Survey Opportunity

We are seeking a consultant to conduct a comprehensive baseline survey that assesses the prevalence, types, and impacts of cybercrimes in East Africa. The assessment will also identify existing policy and legal frameworks and countermeasures addressing cybercrime at both national and regional levels.

The consultant will be responsible for conducting desk and field research on the scope, nature, prevalence, types, actors of cybercrimes in East Africa, as well as existing legal frameworks, institutions, and practices handling cybercrime in the region.

A draft Baseline Survey Report on cybercrime in East Africa will be developed and presented to stakeholders. The consultant shall report directly to our Programme Lead.

Key duties and responsibilities include:

  • Conducting an inception meeting with us to discuss the terms of reference, scope, methodology, expectations, and outcomes, and presenting the assignment strategy.
  • Developing a comprehensive approach to assessing cybercrime in East Africa.
  • Presenting the draft report to a stakeholders' forum and considering feedback from stakeholders to improve the draft.

Job Requirements

To be considered for this opportunity, applicants must possess:

  • A master's degree in a relevant field from a recognized university.

Desirable Skills and Qualifications

Applicants with the following skills and qualifications will be given preference:

  • Minimum 5 years of professional experience in legal research, analysis, and drafting.
  • Understanding of the cybercrime landscape in Africa.
  • Experience in the fields of Transnational Organized Crime.
  • Demonstrated experience in undertaking baseline surveys and report writing.
