National Individual Consultant to Contextualize a Technology-Facilitated Gender-Based Violence Training Package for Gender-Based Violence Providers

The Making All Spaces Safe (MASS) global programme aims to increase the benefit of technology, free from gender-based violence and discrimination, for women and girls in all their diversity. To achieve this goal, the programme works across three main pillars: response, prevention, and law and policy, as well as through cross-cutting research and convening efforts. MASS is one of the first global programmes to address the emerging issue of Technology-Facilitated Gender-Based Violence (TFGBV).

The programme's Prevention Pillar focuses on proactive measures to mitigate and prevent TFGBV. This involves designing safer technology and enhancing digital literacy to create a safer online environment for all users, closing the gender digital divide and addressing harmful social and gender norms.

To build and entrench foundational capacity amongst Kenyan GBV service providers on TFGBV, the MASS programme will contextualize the UNFPA Global TFGBV Training Package. The Training Package will support capacity building in key areas, including but not limited to, understanding and responding to TFGBV and its impacts; coordinating responses for TFGBV survivors, including persons with disabilities, preventing TFGBV, amongst others.

The consultant will liaise closely with the GBV/Gender Advisor, the GBV/Gender Programme Analyst and the TFGBV Consultant to maintain consistency and quality. The consultant will be responsible for contextualizing a pre-existing Training Package aimed at building the capacity of targeted GBV service providers in key sectors in Kisumu, Mombasa, and Nairobi Counties.

• Desk Review of the existing TFGBV Training Package and any other relevant desk resources promoting survivor-centred approaches to TFGBV.
• Inception Report, including contextualization rationale, methodological tools, metrics, disaggregated data broken down by relevant demographics, a draft contextualized outline of the Training Package and work plan for the consultancy.
• Virtual consultations with personnel, including GBV service providers, across the key sectors and the three focus counties.
• Draft contextualized TFGBV Training Package (sector-specific with county references/examples).
• Draft TFGBV Lexicon.
• Validation meeting with key experts/GBV service providers, and meeting report.
• Finalized and validated contextualized TFGBV Training Package.
• Finalized TFGBV Lexicon.
• Brief report documenting and summarizing the contextualization process, including key stakeholder feedback.

The consultant will adapt the existing TFGBV Training Package to the specific needs and contexts of each target sector (healthcare, social services, education, justice, law enforcement, psychosocial services, and ICT/technical security) for audiences in Kisumu, Mombasa, and Nairobi counties. The consultant will conduct initial consultations with the GBV/Gender Advisor, the GBV/Gender Programme Analyst, and the TFGBV Consultant to clarify expectations and ensure alignment.

The consultant will be responsible for ensuring inputs from, and validation of, the adapted Training Package by Kenyan experts, stakeholders, and service providers. The consultant will submit a contextualized TFGBV Training Package and TFGBV Lexicon.

This is a national individual consultancy position. The consultant will work remotely, utilizing their own office space, computer, internet, telephone and other equipment, as needed, to undertake this assignment.

A master's degree in the relevant field (social sciences, gender studies, or other relevant field) is required. A degree with a specific focus on gender and technology, or GBV would be highly advantageous.

The consultant should have specialized knowledge of gender-based violence, technology-facilitated gender-based violence, and technology in the Kenyan context. Proven experience in developing and delivering training programmes, ideally related to GBV and/or TFGBV, is also required.

Familiarity with the UNFPA GBV guidance on ethical data collection and management, and UNFPA's 'A Framework for TFGBV Programming' is an advantage.

The consultant must be able to work harmoniously with teams from different cultural backgrounds. Fluency in English and Kiswahili is required.

The consultant will be expected to undertake some mandatory courses such as Security, Fraud and Corruption Awareness and Prevention-Anti-Fraud, and the Prevention of Sexual Exploitation and Abuse (PSEA).
