Job Description

CONTRACTUAL INFORMATION:

Position Title: Partnerships Officer

Contract Type: Consultant, Level II

Division: Partnerships

Duty Station: Nairobi, Kenya

Duration: 11 months

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The ongoing conflict in Sudan has triggered the world's largest hunger crisis and famine has been confirmed in North Darfur. 2 million people across the country either face famine or are at risk of famine. Without assistance, hundreds of thousands could die of hunger. In response to the situation, WFP has embarked on an ambitious scale-up plan. Ensuring that the WFP operations are well-funded is at the core of the Country Office priorities.

To that extent, the Sudan Country Office Partnerships Unit seeks a Consultant/ Partnerships Officer reporting to the Head of Unit. The Consultant will be responsible for managing a wide and varying set of donor portfolios, with a particular focus on the USA.

ACCOUNTABILITIES/RESPONSIBILITIES:

  • Support the implementation of the Sudan Country Office Resource Mobilization plan.
  • Manage, develop and strengthen quality partnerships with a portfolio of donors.
  • Perform day-to-day grant management functions for an assigned portfolio of contributions.
  • Work with the WFP tools and systems to track, monitor and record contributions (Salesforce, WINGS etc).
  • In close collaboration with Country Office functional and field units, and global headquarters, manage contributions throughout their life-cycle from forecasts to confirmed contributions, including amendments and extensions and successful closure.
  • Provide analysis and strategic advice on the management of donor contributions.
  • Lead the consolidation and development of regular reports for donor-specific requirements, especially consolidating inputs from Programme/Logistics/BPU units and cross-checking facts and relevant beneficiary data to ensure reliable performance reporting
  • Conduct analysis and draft quality briefs and reports in support of outreach opportunities, soliciting inputs from other WFP Sudan technical units to highlight WFP's programmatic offerings to donor countries.
  • Draft quality, timely funding proposals and reports, register opportunities on Salesforce and ensure compliance of donor terms and conditions.
  • Ensure that donor visibility requirements are met
  • Support planning and facilitating donor meetings, missions and follow-up actions, as required.
  • Ensure regular updating of internal systems and tracking tools for contributions management.
  • Other duties as required

DELIVERABLES AT THE END OF THE CONTRACT:

  • Donor portfolio is successfully managed and relationship with assigned donors strengthened.
  • Timely and quality donor reports provided, funding concept notes and proposals submitted to donors on time.
  • WFP and Unit specific Systems and tools are maintained and updated.
  • Quality briefs and business cases in support of outreach opportunities, including inputs from other functional units, Area and Field Offices, Global Headquarters are prepared and delivered on time.
  • Contribute to the preparation of strategic agreements, joint strategies, funding agreements, and Memorandum of Understanding (MOUs).
  • Other deliverables as requested.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education: Advanced University degree in Political Science, International Development, Development Economics, Development Studies and/or other relevant field(s).
Experience: At least five years of relevant professional work experience in development interventions and/or financing, partnerships management, resource mobilization, advocacy and communications, funds and program management.
- Experience in building and managing partnerships, including developing proposals, soliciting input for reports, drafting agreements, producing visibility plans and/or crafting joint strategies, with focus on development interventions
- Understanding of United Nations systems and its coordination mechanisms, government and corporate strategies and priorities and experience in developing multi-stakeholder partnerships
- Experience working directly with governments, UN agencies, NGOs, international financial institutions, corporations and/or foundations, in home country and abroad
- Demonstrated ability to produce high-quality written outputs and ability to present in English and the working language.
- Experience in strategy development, policy work, planning and use of research methodologies and sources.

Knowledge & Skills:

  • Ability to work independently as well as a strong team orientation

  • Knowledge of standard office software packages, e.g. Microsoft word.

  • Ability to provide information using courtesy and tact.

  • Solid attention to details

Languages: Excellent written and oral communication skills in English.
