CONTRACTUAL INFORMATION:

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The ongoing conflict in Sudan has triggered the world's largest hunger crisis and famine has been confirmed in North Darfur. 2 million people across the country either face famine or are at risk of famine. Without assistance, hundreds of thousands could die of hunger. In response to the situation, WFP has embarked on an ambitious scale-up plan. Ensuring that the WFP operations are well-funded is at the core of the Country Office priorities.
The Partnerships Unit is seeking a Consultant/Partnerships Officer, reporting directly to the Head of Unit. The Consultant will manage a diverse donor portfolio.
ACCOUNTABILITIES/RESPONSIBILITIES:
1. Resource Mobilization and Donor Engagement
- Support the Sudan Country Office in mobilizing resources for the overall Country Strategic Programme (CSP).
- Manage, develop, and strengthen quality partnerships with a portfolio of donors.
- Plan and facilitate donor meetings, missions, and follow-up actions as needed
2. Outreach Support
- Conduct analysis and draft briefs to support outreach efforts.
- Collaborate with technical units to highlight WFP Sudan's programmatic offerings to existing and prospective donors.
- Provide strategic advice and analysis on donor contribution management.
3. Proposal Development
- Draft high-quality, timely funding proposals aligned with Country office priorities and tailored to specific donor requirements.
- Register funding opportunities in Salesforce.
4. Grant Management
- Perform day-to-day grant management functions for assigned donors and contributions.
- Oversee the full lifecycle of contributions—from forecasts to confirmation, amendments, extensions, and closure—in coordination with field units and global HQ.
5. Reporting
- Lead the consolidation and development of donor-specific reports.
- Gather and verify inputs from relevant Country Office teams (e.g., Programme, Supply Chain, Budget & Programming).
- Cross-check and verify accuracy of facts and beneficiary data for reliable performance reporting.
6. Donor Visibility
- Communicate donor visibility requirements and conditions to relevant teams and monitor implementation.
7. Compliance
- Communicate and monitor compliance with donor conditions.
8. Systems & Tools
- Use WFP systems (e.g., Salesforce, WINGS, Grant 360, Factory) to track, monitor, and record forecasts and contributions.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: Advanced University degree in Political Science, International Development, Development Economics, Development Studies and/or other relevant field(s).
Experience: At least five years of relevant professional work experience in development interventions and/or financing, partnerships management, resource mobilization, advocacy and communications, funds and program management.
- Experience in building and managing partnerships, including developing proposals, soliciting input for reports and drafting agreements.
- Understanding of United Nations systems and its coordination mechanisms, government and corporate strategies and priorities and experience in developing multi-stakeholder partnerships
- Experience working directly with governments, UN agencies, NGOs, international financial institutions, corporations and/or foundations, in home country and abroad
- Demonstrated ability to produce high-quality written outputs and ability to present in English.
Knowledge & Skills:
Ability to work independently as well as a strong team orientation
Knowledge of standard office software packages, e.g. Microsoft word.
Ability to provide information using courtesy and tact.
Experience in managing and coaching a diverse team for high performance is desired.
Experience in strategy development, policy work, planning and use of research methodologies and sources.
Languages: Excellent written and oral communication skills in English.
